Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. The couple said getting married in the midst of their first marathon was a perfect setting for their relationship."We challenge each other to do better in every way," Black said, then she toasted her new husband with a shot of Gatorade and the two rejoined the race.  Crossing the finish line as husband and wife and committing to stay by each other's side for the long run."To see my baby sister getting married, it’s a lot to take in, but I’m just so happy for her," Black's brother said. 2044

DEL MAR, Calif. (KGTV) - It’s the first day of Bing Crosby winter horse racing at the Del Mar Racetrack and fans are making their way through the gates. Race officials say safety, for riders and horses, is the top priority for everyone. The Bing Crosby season is 15 days shorter than the summer season. Trainers say the Del Mar track is one the best because of San Diego's weather. "This track, especially in the fall, is the safest dirt track in the world," says trainer Bob Hess. Some politicians even suggested suspending racing there. "It's tens of thousands of jobs. It's a billion-dollar industry," says Harper. DENVER – Denver business owners have until the end of the month to make sure they’re complying with changes to the city’s building code in regard to gendered language on restroom signs.The Denver City Council voted in December 2016 to amend the code to state that any single-occupant restroom – a restroom with a single stall or toilet or a stall and urinal that’s intended for use by one person at a time – must have a sign stating that it’s open for use by anyone regardless of gender.Existing businesses have until April 30 to meet that requirement.The change also applies to “family” or assisted-use restrooms.Many of these bathrooms are likely already gender neutral; the change in the building code simply states that they must be labeled as such. The change also requires that the restrooms lock from the inside.The city doesn’t require any specific wording or a particular sign design, but the sign must make it clear that the restroom is gender-neutral.According to the city’s website, businesses that don’t have the proper signs will receive a notice that they have 30 days to comply. Democratic Sen. Bill Nelson on Sunday conceded the Florida Senate race to Republican Gov. Rick Scott, ending his re-election bid after the completion of a statewide recount.Scott announced the concession in a statement, saying, "I just spoke with Senator Bill Nelson, who graciously conceded, and I thanked him for his years of public service."Nelson will make a statement at 3 p.m. ET on Sunday, his campaign announced.The concession brings to conclusion a key Senate race that continued to be fought well after Election Day.The Senate race -- along with the governor's and state's race for agriculture commissioner -- went to a machine recount a week ago, but the recount did not do nearly enough for Nelson and further formalized Scott's more than 12,000-vote lead. The contest still fell within the .25% standard for a manual recount of overvotes and undervotes, however.Nelson conceded after the noon deadline for the manual recount, when all of Florida's 67 counties were required to submit their final vote totals to the secretary of state, meaning every vote deemed admissible by county canvassing boards and the courts had been officially counted.The results of the recount showed Scott with a vote lead of 10,033 over incumbent Nelson. Before the completion of the manual recount, Scott had a lead of 12,603 votes.Nelson's concession comes a day after Tallahassee Mayor Andrew Gillum ended his campaign for governor by acknowledging that Republican Ron DeSantis had defeated him. The concession was a blow to Nelson, given the two top Democrats had figuratively stood together in calling for every legal vote cast in Florida to be counted. DEL MAR, Calif. (KGTV) — Del Mar's 2020 racing season kicked off Friday in a way never seen before - without fans. The Del Mar Thoroughbred Club is hosting the season without people in the stands to help stop the spread of the coronavirus. The decision's impact will go beyond the Thoroughbred Club, which stands to lose million this year in ticket sales and concessions. "It's more than just a money making venture for us, because probably this year, we won't make any money," club CEO Joe Harper said. The club reports that it makes a 0 million economic impact to the region in a typical year. That includes 5,150 jobs and a boost to the area hotel occupancy rate from 70 percent to 87 percent. Additionally, area business, including restaurants in Del Mar and neighboring Solana Beach, are losing out on fans pre and post race. Last year, the track averaged 11,264 fans per day. "You kind of don't have a choice, you kind of just got to be proactive and be creative and make it work," said Charles Koll, owner of Viewpoint Brewing Company, across from the fairgrounds. Koll said he would rely on community support, and reach out to jockeys at the fairgrounds, to increase his customer base during this time.
