BEIJING, April 7 (Xinhua) -- The Chinese government encourages Chinese businesses to set up economic and trade cooperation zones in member states of the Association of Southeast Asian Nations (ASEAN) to deepen cooperation, a senior commerce official said Wednesday.Vice Minister of Commerce Gao Hucheng, speaking at a preparatory meeting for the seventh China-ASEAN Expo, said China and ASEAN members have strengthened economic and trade cooperation since the China-ASEAN Free Trade Area (CAFTA) came into effect on Jan. 1 this year.Customs data showed that bilateral trade totalled 39.12 billion U.S. dollars in the first two months of 2009, up 66 percent from a year ago.Chinese exports to ASEAN states rose 52.9 percent to 18.69 billion U.S. dollars while imports from ASEAN jumped 80.2 percent to 20.43 billion U.S. dollars.Gao called upon "eligible" Chinese enterprises to "go overseas" to ASEAN countries to set up economic and trade zones with infrastructure and industrial chains.He also said the two sides should implement the agreement on trade and expand trade, calling for an increase in the trade of high value-added products, including mechanical and electrical products and other hi-tech products.The two sides' enterprises should further expand cooperation and deepening ties in the agricultural, manufacturing, infrastructure, resources, and processing sectors, he said.The CAFTA, covering a population of about 1.9 billion, is the world's third largest trade agreement in terms of trade volume, after the European Union and the North American Free Trade Area.The ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.Under the CAFTA, the average tariff on goods from ASEAN countries entering China has been cut to 0.1 percent from 9.8 percent, while the six original ASEAN members - Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand - slashed the average tariff on Chinese goods entering ASEAN states from 12.8 percent to 0.6 percent.The seventh China-ASEAN Expo will be held in Nanning, capital of Guangxi Zhuang Autonomous Region, from Oct. 20 to 24 this year.

CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters.The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. BEIJING, April 5  --The People's Bank of China says the country will be more open to foreign capital this year even though the prospect of a strong economic recovery is still unclear.Although the impending withdrawals of various countries' economic stimulus packages may also complicate the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration of foreign capital into the country's financial industry in an appropriate way.An editorial in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large.The editorial warns the doors to free trade should not swing open too quickly and that market openness should be managed at the right pace, as China has done during the past three decades. But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. GUANGZHOU, May 31 (Xinhua) -- A total of 311 children have been rescued in a crackdown on child smuggling in south China's Guangdong Province over the past year, police authorities said Monday.Police arrested 645 people in 276 child smuggling cases from April last year to May 25 this year, said Zhai Kaixia, deputy director of the criminal investigation department under the provincial public security department.The nationwide DNA database designed to tracing missing children and cash rewards for information were instrumental in the crackdown, Zhai said.Zhai said the DNA database had helped reunite a boy in Shantou City with his parents in Kunming, capital of southwestern Yunnan Province, 11 years after he was sold to a man surnamed Chen for 13,800 yuan (2,020 U.S. dollars).The reward for tip-offs leading to the arrest of a suspect is 5,000 yuan and 10,000 yuan for information leading to the rescue of a child. The reward for a tip-off was capped at 50,000 yuan, he said.
