Police in Japan have arrested a 27-year-old man after he admitted to killing an unidentified person and dismembering the body.Japanese media reported parts of as many as nine bodies were found in the apartment of Takahiro Shiraishi in Zama City, Kanagawa Prefecture, southwest of Tokyo.Shiraishi has been arrested on the charge of abandoning a corpse, police told CNN, and investigation is still ongoing. The names, ages and genders of the alleged victims have not been revealed."I killed (a person) and dismembered the body and put them into a cooler box with cat litter in order to hide the evidence," Shiraishi said, according to police.A police officer would not comment on the eight other bodies reportedly found in Shiraishi's apartment.According to Japanese public broadcaster NHK, police searched Shiraishi's home as part of an investigation into the disappearance of a 23-year-old woman from Hachioji City, in the Tokyo suburbs.Investigators told NHK the woman was reported missing last Tuesday after she posted a message online saying she was looking for someone to join her in committing suicide. Surveillance footage showed her walking with the suspect near the man's apartment.When they searched Shiraishi's apartment, police found the dismembered body parts of nine people, hidden around the apartment, NHK reported.Citing police sources, TV Asahi reported three cooler boxes and five containers were found in Shiraishi's room containing human heads and bones with the flesh scraped off.  1515

Parts of Hawaii are under a hurricane watch as Category 3 Hurricane Douglas has its sights set on the island state. The hurricane watch is in effect for the Big Island and Maui County.Packing top winds of 115 MPH as of 11 a.m. HT (5 p.m. ET), Douglas is moving toward Hawaii at 18 MPH. The storm was positioned 785 miles from Hilo, or 985 miles from Honolulu.Douglas is relatively small, with hurricane-force winds only extending 25 miles from the center.While the powerful hurricane is in the open ocean, it has been slowly losing strength. The National Hurricane Center projects it will weaken into a tropical storm by Sunday night. But the storm could still be a hurricane when it crosses the island chain, which would make it the first hurricane to directly hit the island in more than two decades.Category 4 Iniki of 1992. was the most recent hurricane to strike Hawaii directly. Police in North Haven, Connecticut have arrested a man they said implied he was going to hand out candy filled with poison to trick-or-treaters.Detectives received an anonymous tip about alarming statements made by 57-year-old Ronald Przybylo.Upon their investigation, police said they found disturbing posts and videos that led them to believe the man was possibly dangerous.Police said Przybylo allegedly posted comments implying that he planned to provide candy filled with rat poison to trick-or-treaters.Przybylo also reportedly referenced several mass killings from around the country and “dubbed himself the Halloween Lunatic,” police said.When officers responded to his home, they found floors and furniture to be completely covered with animal urine and feces.The North Haven Animal Control and the Quinnipiac Valley Health Department responded and removed three dogs, three cats, and an Amazon African Bird.Ronald Przybylo was arrested and charged with second-degree breach of peace, seven counts of animal cruelty, and was held on a ,000 bond.Maryellen Przybylo was also arrested and charged with seven counts of animal cruelty and was released on a ,500 bond.She’s expected to appear in court on Nov. 9. 1233

PHOENIX — From top restaurants to moving companies, you have probably used Yelp before to find businesses to use. But have you ever thought to use the website to find a daycare?The site can sometimes be a dumping ground for complaints. So, is it credible when looking for someone to look after a child? Researchers at Arizona State University decided to find out.The study included 40 cities and roughly 50,000 submissions on nearly 10,000 childcare facilities. Three of those 40 cities were Phoenix, Mesa and Tucson.Researchers tell KNXV even they were shocked by the findings.They found, through the reviews, that a majority of parents were meticulous and detailed. More than 75 percent gave a 5-star review.As for why they decided research like this was important, ASU said they wanted to see exactly what parents were looking for in childcare, what they were saying in these reviews and how uncovering that could lead to policy changes that could benefit all children.But, despite overwhelmingly positive reviews, lower-income families often reported more bad experiences, disrespect and a lack of learning for their children.Chris Herbst, an associate professor at ASU, was deeply involved in this study. He hopes this research will encourage parents to keep documenting their experiences."It provides this sort of learning loop for childcare providers," Herbst explained. "So, if providers know the parents... feel a certain way about the program, then providers can use this information to inform their... quality improvement activities."While these reviews are a good start, Herbst stresses that parents have plenty of tools they can use, beyond just basing it on online reviews.One suggestion he gives is using the Quality Rating and Improvement System.Parents can search their state and look-up different facilities to see how this system evaluates and rates the program's quality.KNXV also reached out to Erin Raden for more tools and advice for parents. She is the executive director of the Arizona Early Childhood Education Association.In regards to using online reviews like Yelp, Raden said it is good to use. However, it should not be the only way you make a childcare decision."You may have a parent that's upset about something," Raden said. "And that might be the right choice for them to no longer take their child there. But that doesn't mean that it wouldn't be the right choice for you."Raden also suggests taking your time and visiting at least two or three facilities."It's just going to be a lot about what feels right to you and you should always trust your instincts," Raden explained.She said that it is not about a facility being the most beautiful place, but instead look at how the students are engaged with their instructors. 2826
