SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. Jerry Brown overturned the panel's recommendation that September, then did so again two years later and once more four months ago.Cecena, 56, has received more than 10 violation reports for misconduct while in prison, according to the San Diego County District Attorney's Office.Among local leaders slated to take part in this morning's renaming ceremony in the 7200 block of Skyline Drive will be Mayor Kevin Faulconer, police Chief Shelley Zimmerman, City Council President Myrtle Cole and District Attorney Summer Stephan. 1824

SAN DIEGO (CNS) -- San Diego City Council President Georgette Gomez said Monday she will propose extending the city's COVID-19-related eviction moratorium through next March.Gomez will ask for council support at Tuesday's scheduled council meeting to extend the deadline until March 31, according to a statement from her office.The city's current moratorium, which prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the pandemic, is slated to expire Sept. 30.Gomez says the pandemic's impacts have not yet declined enough to warrant lifting the moratorium this fall, particularly with 0 weekly federal unemployment benefits set to expire at the end of the month."When we passed the eviction moratorium in March, I hoped that six months would be enough for renters and small businesses to recover from the economic effects of COVID-19, or that our federal government would provide sufficient relief," Gomez said. "Unfortunately, the pandemic is not subsiding, unemployment remains high, many businesses are still struggling, and the federal government's response has been woefully inadequate. SAN DIEGO (CNS) - San Diego County students' performance on standardized tests in English and math mostly held steady from the previous year, according to scores released Wednesday by the California Department of Education.The performance of San Diego County students on the California Assessment of Student Performance and Progress tests generally surpassed that of students statewide, according to the department. The CAASPP tests were administered in the spring to more than 3 million students across the state in grades 3-8 and 11. In San Diego County, 26.45% of the more than 250,000 students who took the tests exceeded the state standard in English, up slightly from 25.79 percent the previous year. According to the state, 30.1% met the standard, down slightly from 30.46% last year; 20.89% ``nearly'' met the standard, down slightly from 20.93% last year; and 22.55% failed to meet it, down from 22.82% the previous year. In math, 23.45% exceeded the standard, 21.6% met it, 24.84% nearly met it and 30.12% failed to meet it. The percentages from the previous year were 22.52%, 21.76%, 25.37% and 30.36%, respectively. Statewide, 22.23% exceeded the standard in English, while 28.64% met it, 22.4% nearly met it and 26.73% failed to meet it. In math, 19.69% exceeded the standard, 20.04% met it, 25.41% nearly met it and 34.86% failed to meet it. The statewide scores were all also moderately improved from the previous year. State Superintendent of Public Instruction Tony Thurmond acknowledged the overall improvement, but said he was concerned that gains were less consistent in later grades of 7, 8 and 11, while performance continues to lag among some students of color. ``Disparities between students of color and their white and Asian peers continue from year to year and demonstrate the importance of our priority initiative of closing the achievement gap,'' Thurmond said in a statement. ``Education equity should mean equity for all students and right now, we are not there. SAN DIEGO (CNS) - San Diego-based medical technology company Phamatech and its CEO have agreed to pay more than million to resolve allegations that they submitted false claims to Medicare and received government reimbursements for unnecessary lab testing, the U.S. Attorney's Office said Friday.Prosecutors allege the company paid kickbacks to a medical clinic, which in return ordered Phamatech lab testing for its patients enrolled in Medicare.Over the course of about two years, Phamatech, which manufactures diagnostic devices and provides lab testing services such as drug and alcohol tests, paid a per-specimen fee to Imperial Valley Wellness in exchange for referrals of urine samples from Medicare beneficiaries, according to the U.S. Attorney's Office.Many of the samples referred to Phamatech were not necessary and thus ineligible for Medicare reimbursement, prosecutors said.The company, along with its CEO and founder Tuan Pham, agreed to pay ,043,484 to settle allegations that Phamatech violated the federal Anti- Kickback Statute and the False Claims Act.The U.S. Attorney's Office said the allegations were originally brought in a lawsuit filed by former Phamatech employee John Polanco, who will receive 7,392 from the settlement proceeds. 1273

SAN DIEGO (CNS) - Police searched for a suspected shooter after two people were shot in Mt. Hope on Saturday. A 32-year-old man was killed and a 37-year old man went to the hospital with a wound to the torso, according to San Diego police. Multiple calls came in to police around 5:11 p.m. reporting a shooting near the intersection of 42nd and Market Streets, San Diego police Sgt.
