SAN DIEGO (KGTV) - The Coronavirus Pandemic has had an unexpectedly positive effect on the Helen Woodward Animal Center, as pet adoptions have doubled over the past week."This is a fabulous time to bring animals into your home," says Jessica Gercke, the spokesperson for the HWAC.Gercke says the Center has seen a surge in people applying for adoption and fostering because they're working from home, and have more time to integrate a new pet into the family."We're seeing a lot of teachers and graduate students," says Gercke, noting that many had planned to wait until summer break, but moved up their adoptions because of the extra time at home.That's what led Anna Fairman, a Carlsbad Kindergarten teacher, to adopt last Thursday. She took home a new dog, Archie."I had had this plan that I was gonna adopt a dog at the beginning of this summer so that I could obviously have time to spend with the dog and train it," she says. "Now, just seemed like the perfect time."The HWAC is doing its part to keep the adoptions as safe as possible. They're only letting one person in at a time, with appointments set up in advance. Each person is allowed to interact with up to three animals to decide which one to take home.For fostering, the HWAC is doing video chat calls to inspect the homes of people wishing to foster and make sure they're safe and appropriate for the pets. They're also doing online training for potential foster families."We're seeing this beautiful, beautiful love that animals give to us," says Gercke. "It lowers blood pressure. SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. But the roll of the statistical dice right now does not look like they're in our favor."Tardy puts it more bluntly."We are a tinderbox," he says. "We're looking at fuel moisture that is not just dry the way it should be, but it is record dry."La Ni?a weather also brings more Santa Ana winds, which can help wildfires spread. SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347

SAN DIEGO (KGTV) - The federal watchdog agency that aims to protect consumers from unfair, deceptive, or abusive practices is suing a San Diego-based company.On Tuesday, the Consumer Financial Protection Bureau (CFPB) sued Encore Capital Group and its subsidiaries, claiming they violated the terms of a 2015 legal agreement.The CFPB claims, “Since September 2015, Encore and its subsidiaries violated the consent order by suing consumers without possessing required documentation, using law firms and an internal legal department to engage in collection efforts without providing required disclosures, and failing to provide consumers with required loan documentation after consumers requested it.”The lawsuit says after the effective date of the consent order, “Encore filed more than 100 lawsuits to collect consumer debts after the applicable statutes of limitations had expired."The lawsuit also claims Encore failed to disclose that consumers might incur international-transaction fees.In response to the lawsuit, the company's Executive Vice President, General Counsel, and Chief Administrative Officer Greg Call said Encore is built on a foundation of treating their consumers fairly and respectfully."We are disappointed that the CFPB has chosen to file this lawsuit on outdated issues, but we will continue to engage with the CFPB and work to ensure that we maintain policies and practices that fully comply with all applicable legal requirements. We believe that there will be no material operational impact as a result of the suit," said Call. "We fully corrected the issues underlying the allegations in this lawsuit years ago and are unaware of any unresolved consumer impact."DEBT COLLECTION LAWSUITSPart of the complaint talked about debt-collection lawsuits.In July Team 10 discovered a 157% increase in the number of rule 3.740 collections lawsuits filed in San Diego County court from 2015 to 2019. That involves any debt collection company."If you look not just in the county of San Diego, throughout the state of California, and in fact the dockets throughout the nation, we have a massive epidemic right now," said attorney Abbas Kazerounian during a July interview.Kazerounian said if someone's been sued or contacted by a debt collection company, they need to know their rights."The amount of debt is irrelevant," he said.
