New York City Mayor Bill de Blasio has told top brass at the city's police department to stop arresting people who are caught smoking marijuana in public, according to a City Hall aide.Currently, smoking in public can lead to arrest, while possession of small amounts of marijuana can lead to a summons.This weekend, the mayor told the NYPD to issue summonses for smoking pot in public, instead of making arrests.The NYPD has already begun a working group to evaluate its marijuana enforcement procedures and present its recommendations within 30 days, at the mayor's request. The mayor made it clear this weekend that ending public marijuana smoking arrests is one of the changes he wants.Any changes to NYPD's policy on smoking in public would not take effect until the end of the summer.NYPD Deputy Commissioner of Public Information Phil Walzak told CNN that the 30-day working group is already underway, and that the issue is "certainly part of that review.""The working group is reviewing possession and public smoking of marijuana to ensure enforcement is consistent with the values of fairness and trust, while also promoting public safety and addressing community concerns," Walzak said. 1204

Clinton's "She Persisted in Sports: American Olympians Who Changes the Game" will be published Sept. 22 by the children's imprint Philomel Books. The latest of Clinton's best-selling "She Persisted" picture books will include sections on Wilma Rudolph, Mia Hamm, and Venus and Serena Williams. Also on Monday, Philomel announced that a new series of chapter books will feature 80-page stories on women that Clinton previously honored. The series begins in January with "She Persisted: Harriet Tubman," written by the award-winning author Andrea Davis Pinkney. 679

New details are emerging about the 41-year-old Parma, Ohio father who turned himself into Parma Police on Saturday night, leading to the discovery of his 18-month-old son's body.Police said the man came into the police station around 9 p.m. and told an officer at the front desk that he wanted to turn himself in for a crime. Officers noticed cuts on both of his arms, which were later found to be self-inflicted. Officers learned the man's son was inside his car, which was parked in the visitor's parking lot of the station.Police searched the car and found the toddler unresponsive and not breathing inside the trunk.The boy was taken to University Hospitals Parma Medical Center where he was pronounced dead.The father was taken to MetroHealth Medical Center for his injuries where he remains under police custody.  When he is released, he will be brought back to the Parma jail. Scripps station WEWS in Cleveland is not releasing the name of the 18-month-old boy or the father because no one has been charged. 1087

  

Nearly two dozen schools in metro Detroit were closed on Thursday due to threats. Detroit Police Chief James Craig said since the Florida school shooting on Feb. 14, DPD received a total of 40 threats, consisting of two bombing threats, 34 shooting threats, and two bombing and shooting threats.At one of the targeted schools, John R. King Academy, class was already in session when the bomb squad arrived at the school on the report of a suspicious package. The kids were dismissed for the day after it was found to be safe.Anyone arrested could potentially face charges of terrorism and making threats online. If convicted, those charges carry a 20-year penalty.Craig said in the last 24 hours, DPD has received 23 threats. Three juveniles and one adult have already been arrested for numerous threats. Craig says more people will be in custody soon."It's going to end," he said. "We know that these types of threats create significant fear." The chief also says any parent found covering for their child could also face charges. 1054
