SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. They can cause a lot of harm and we work hard to eliminate them.”RELATED: Mysterious seeds sent from China to US mailboxesThe department says unopened seed packets should be dropped off at drop boxes at 151 E. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. They will then be sent to the USDA for analysis.Anyone unable to drop off the seeds should call 760-752-4700.Kimberly Pierce-Nolan is just one of the San Diego County residents to receive the seeds. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) -- Time is running out to sign up for the San Diego Promise, a tuition-free college program within the San Diego Community College District. So far more than 1,700 students from 198 California high schools have signed up for the program, which provides tuition and textbook grants for up to two years for first-time, full-time students. The deadline to apply is June 28. Officials with the district say about three times more students have so far signed up compared to last year. “The San Diego Promise offers much more than a financial guarantee,” said Lynn Neault, SDCCD Vice Chancellor of Student Services. “The program’s many wrap-around services result in San Diego Promise students faring better than their non-Promise counterparts academically.”To sign up, students need to complete a fall 2019 admissions application for City, Mesa or Miramar colleges, complete a 2019-2020 FAFSA application and fill out a Promise application. All first-time students are eligible to apply, regardless of financial status, the district says. The program launched in 2016 with 186 students participating. During the 2017-2018 school year, that number increased to 661. SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. Since October, some 2,000 elementary school students have participated in these appointments.Everyone looks forward to reuniting students and teachers in classrooms in the new year as quickly and as safely as possible. He has two children who attend Jefferson Elementary, but have taken classes virtually since the spring. He wishes the school board would consider other options, such as in-person outdoor learning. “I think it’s a good accommodation that we can do. It’s not the case in Chicago or Minneapolis,” Anderson said. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. On November 30, the county's second-largest district, Sweetwater Union in Chula Vista, announced that they too will postpone in-person instruction. They will revisit the situation in February. SAN DIEGO (KGTV) — Three rescued pilot whales have been transported to San Diego to continue their recovery from a mass stranding in 2012.SeaWorld San Diego welcomed 7-year-old short-finned pilot whales — Ace, Ava, and Piper — to the park Monday from SeaWorld's Orlando park. The three whales are the only surviving pilot whales from a mass stranding event near Fort Pierce, Fla., in 2012.The trio was rescued and rehabilitated by SeaWorld Orlando, but the National Marine Fisheries Service determined the three whales couldn't be returned to the wild since they were dependent calves at the time of their rescue.The whales will also join Argo, a pilot whale rescued after stranding on a beach near Kamogawa, Japan, in 2004. Argo was transported from Japan to San Diego in 2012.The new pilot whales are currently adjusting to their new habitat at the Dolphin Amphitheater and will be introduced to Argo over the next several days, SeaWorld says.As part of the transport, two of SeaWorld San Diego's beluga whales have been relocated to SeaWorld San Antonio. 1065
