The cost of living in rural America tends to be less expensive than rent in big cities, but even in a rural town like Stroudsburg, Pennsylvania, many working Americans are struggling to get by.Data from the United Way show 64 percent of households in Stroudsburg are below poverty line or make less than needed to afford basic living expenses.¡°I am a single mom of three children, ranging from 22-12,¡± said Shelly McCarthy. ¡°I work from the time I get up at six in the morning until four at night.¡±For the last four years, McCarthy has worked up to four jobs at the same time.¡°From waitressing, doing visiting nursing, and also working with developmental adults,¡± McCarthy explained. ¡°I miss out on a lot of my 12-year old¡¯s activities at school.¡±Despite all the hours worked, McCarthy has had months where she couldn¡¯t make the mortgage or had funds for much-needed repairs to her home. As for being able to afford healthier food for the family? That¡¯s out of reach.¡°My daughter has a thyroid disease. So, I miss out on cooking healthy meals for her, because I had to cut down,¡± said McCarthy. ¡°I couldn¡¯t afford healthy food. I couldn¡¯t afford Mediterranean fish.¡±¡°What is happening in America is that the cost of living is outstripping the wages,¡± said Sarah Jacobi, with Pocono Mountains United Way. ¡°We are seeing over the last 10 years wages increased by 20 percent, but the cost-of-living increased up to 36 percent for a family of four, so people are just falling farther and farther behind.¡±The United Way has created a data project known as the A.L.I.C.E., which measures the number of people in America who are Asset Limited Income Constrained Employed. It¡¯s essentially the number of people who make above the federal poverty line but less than what they need to afford basic living expenses. ¡°Two out of every five American people today are AIICE,¡± said Jacobi. ¡°This truly is the American experience that people are living every day.¡±However, according to the United Way¡¯s data, it doesn¡¯t have to be.¡°The ALICE report not only does give us that data, to understand where is ALICE and what is their struggle,¡± said Jacobi. ¡°But it helps us [to] have insight into what are the cost people are truly facing and how we could craft everything from public policy position to help improve lives of people to how we can create programs boots on the ground able to help people.¡±People like McCarthy are hopeful help will come, either from an economic boost that affects more working-class Americans or public policy that focuses on giving people like her a chance to get ahead. 2595

The European Union has hit Google with another big antitrust fine, the third in a series of billion-dollar penalties the US tech giant has faced for hindering competition.The European Commission on Wednesday ordered Google to pay €1.5 billion (.7 billion) for abusing its dominant position in online search advertising."Google has cemented its dominance in online search adverts and shielded itself from competitive pressure by imposing anti-competitive contractual restrictions on third-party websites," Commissioner Margrethe Vestager said in a statement.The tech company has now been fined €8.2 billion (.3 billion) in total by Europe over the past three years.EU regulators have taken a much more robust approach to Big Tech companies than their US counterparts, especially when it comes to competition, data protection and tax issues.Google has already been fined in two previous EU antitrust cases.The Commission ordered the company to pay €4.34 billion (.9 billion) in July 2018 for unfairly pushing its apps on smartphone users and thwarting competitors.In 2017, it imposed a €2.4 billion (.7 billion) fine on Google for using its search engine to steer consumers to its own shopping platform.The company said in a blog post Tuesday that it was making further changes to its service based on "feedback" from the European Commission.It has started testing a new format that provides users with direct links to comparison shopping sites. The impeachment process is one that isn¡¯t used very often, but it¡¯s been around since the birth of the U.S. Constitution.¡°It was an idea as a check on the abuse of political power,¡± said Norman Provizer, a professor of political science at Metropolitan State University of Denver.He said impeachment is like an indictment. It doesn't mean the president is automatically booted out of office. When a simple majority of the House of Representatives votes to impeach, the next step is a trial in the Senate. The president can then be removed from office by a two-thirds vote in the senate.Only three U.S. presidents ever have been impeached: Presidents Andrew Johnson, Bill Clinton and Donald Trump. Johnson and Clinton both managed to finish their terms in office. President Richard Nixon actually resigned before the House of Representatives could pass the impeachment articles against him.¡°Andrew Johnson, one of the charges against him was he didn¡¯t follow an act passed by Congress. And that is illegal, you can¡¯t do that,¡± Provizer said.Provizer said there was a lot of disagreement between Johnson and Congress during his term in the 1860s. Clinton¡¯s impeachment more than a century later had little to do with Congress. ¡°I did not have sexual relations with that woman," Clinton said at a White House press conference in 1998.Turns out Clinton did have an affair with a White House intern, despite denying it during testimony.¡°There is a thing about perjury ¡ª lying under oath. All of it¡¯s surrounding sexual activities, if you will,¡± Provizer said.Impeachment isn¡¯t only for presidents. In fact, Provizer said it¡¯s mainly used to try and potentially remove federal judges.¡°It says in the constitution the president, the vice president and other civil officers," the professor said.Provizer said presidential impeachments are often most noteworthy because they come with dramatic storylines. He says people start to draw connections between different impeachment proceedings. For example, the partisan divide we¡¯re facing now was seen during Nixon¡¯s administration.¡°It looks like the Republicans are defending him, and the Democrats are going after him. I mean, that¡¯s how it¡¯s viewed ¡ª very partisan. But as it unfolds and more information comes out, basically, many Republicans drop their effort to defend him.¡±As of now, most of the Republican party has remained loyal to Trump. In the end, Provizer said all impeachment proceedings have been fundamentally the same. They simply deal with different subject matter.¡°If you give a government power, what do you also have to be concerned with? The ability to check that power," Provizer said. "You need both.
