BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments.The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises.The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad.The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks.The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation.This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.

ZHENGZHOU, July 28 (Xinhua) -- The death toll from a bridge collapse last Saturday in central China's Henan Province has risen to 37 with 29 still missing, rescue headquarters said at Tuesday midnight.Among the killed people were three tourists. The headquarters counted retrieved bodies and asked family by family about missing people to get the numbers, which may rise as witnesses say they saw about 100 people on the bridge when it collapsed.China Central Television (CCTV) reported Tuesday night that at least 50 people died in the collapse without giving the source.The Yi River Bridge collapsed at about 5 p.m. Saturday in Luanchuan County, Luoyang City, plunging the people on it into the rushing waters, a local government spokesman said.Thousands of rescuers are still searching for missing people and possible survivors.Villagers from seven villages and soldiers have launched a massive search for survivors, said Li Guangming, deputy head of the administrative office of Luanchuan county government.The rescuers are focusing on spots that could hold people who were rushed away by torrents, such as banks with lush plants, said Qi Weiming, deputy head of Luanchuan's military office.News broke of the accident after Luanchuan's government wrote an apology which was published in Monday's Luoyang Daily, saying "we are deeply sorry for the heavy loss of life ... and we take responsibility.""The bridge was crowded with people who had come to watch flood torrents when it collapsed. And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. Most of the victims were local residents and migrant workers at the Yujin Iron Mine.The government has not released the number of people needing psychological assistance in the village. The village population is about l50, though some 380 relatives of the victim have temporarily settled into 20 tents or villagers' homes.
