SAN DIEGO (CNS) - Police Saturday were asking for the public's help in locating an elderly woman who went missing from her son's Mira Mesa home.Martha Carrington, 83, was seen leaving her son's apartment in Casa Mira View, east of Westview Parkway and north of Mira Mesa Boulevard, between 10:30 p.m. Friday and 2 a.m. Saturday, San Diego police said.Carrington suffers from schizophrenia, high blood pressure and the early stages of Alzheimer's disease, officers said.Her family doesn't believe she took any money with her, and she has no cell phone.Carrington was described as black and about 5-feet-8-inches tall. She was last seen in blue pajamas, but it's possible she changed clothes before leaving, police said.Officers asked anyone with information on the incident to call the San Diego Police Department at (619) 531-2000. 839

SAN DIEGO (CNS) - Regal Cinemas might be closing all 543 of its theaters in the United States as early as this week due to continued revenue losses from the coronavirus pandemic.``We can confirm we are considering the temporary closure of our U.K. and US cinemas, but a final decision has not yet been reached. Once a decision has been made we will update all staff and customers as soon as we can,'' the theater chain's parent company Cineworld tweeted on Sunday.A report in Variety the previous day, which cited an unidentified source, said the company would be closing its theatres in the United States and the United Kingdom as early as this week.Regal is the second-largest theater chain in the United States after AMC.The chain has eight locations in San Diego County. Indoor movie theaters are currently permitted at reduced capacity in the county, and with other protocols in place to prevent the spread of COVID-19.Variety's report came one day after it was announced that the release of the latest James Bond film, ``No Time to Die,'' would be postponed until April 2021. SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. "The time is now to create real dignity and respect for all our communities, but specifically our black and brown communities."Gomez said she has supported the measure since a version of it was proposed in 2017.The measure would create an independent commission with investigators, staff and subpoena power -- modeled after the city's Ethics Commission -- to review community complaints of police misconduct and recommend reforms to the City Council and the San Diego Police Department.Councilwoman Monica Montgomery, who chairs the council's Committee on Public Safety and Livable Neighborhoods, has been a driving force behind the measure since its introduction."From the beginning of my administration, my office has worked honestly and diligently to advocate for police reform, through transparency and accountability measures," she said. "As true transparency and accountability champions, we have been steadfast in changing the conversation around police reform through open communication with the community, the San Diego Police Officers Association and the mayor's office."Montgomery thanked the groups which collaborated on the ballot measure, including Women Occupy San Diego, the Earl B. Gilliam Bar Association and San Diegans for Justice.On Monday, Mayor Kevin Faulconer and Police Chief David Nisleit both announced their support for the police-reform ballot measure and joined Gomez and Montgomery to announce that the SDPD would ban the use of the carotid restraint, a compliance technique that renders uncooperative detainees unconscious but can prove deadly if performed improperly.The San Diego County Sheriff's Department and about a dozen other area law enforcement agencies have since announced that they will do the same. 2876

  

SAN DIEGO (CNS) - San Diego State announced it is withdrawing from bowl consideration to give its football players the opportunity to spend time with their parents during the Christmas break.The decision ends the Aztecs' streak of playing in a bowl game for 10 consecutive seasons, which equaled the nation's 11th-longest active streak.With a 4-4 record and 11 bowls canceled because of the coronavirus pandemic it was unlikely San Diego State would receive a bowl invitation. They were not among the teams projected to play in a bowl in projections released Sunday by Jerry Palm of CBS Sports."Our guys have really been through a lot, I think more than any of us could imagine," coach Brady Hoke said Wednesday, following the Aztecs' final practice of 2020. "They get to play a game they love, but with the uncertainty of being able to play in a bowl game we have made the decision that we will not play another game this season."I cannot tell you how proud I am of this team with what they have been through and the commitment they showed to one another. SAN DIEGO (CNS) - San Diego County had the fourth-most homeless residents in the U.S. this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. San Diego County's data was taken from the 2018 Point in Time Study, completed Jan. 26. The region had an official count of 8,576 homeless residents during the three-hour window in which the count took place, behind Seattle/King County in Washington, Los Angeles County and New York City, which topped the list with 78,676 homeless residents. According to the report, roughly 5,000 members of San Diego's homeless population are unsheltered, living on the street, in a vehicle or in a hand-built structure such as a tent. Another 3,500 homeless residents were sheltered at the time of the study, living in emergency shelters, safe havens and transitional housing. The county's count could be higher than 9,000 homeless residents, however, because the San Diego Regional Task Force on the Homeless did not count residents in recreational vehicles and some residents in shelters. County officials and homeless advocates believe the actual homeless population could total as high as 9,220, but the true count has remained opaque since the task force, which oversees the Point in Time County, announced the error May 31. Overall, California leads all other states with 129,972 homeless individuals, followed by New York at 91,897. At the time the counts were completed in January, California laid claim to 24 percent of the country's total homeless population. Combined with New York, Florida, Texas and Washington, roughly half of the country's homeless population was clustered in five states. Homelessness in California has declined in recent years despite the robust total. The state's homeless population fell by 1,560, or 1.2 percent, from 2017 to 2018 and 9,014, or 6.5 percent, from 2007 to 2018. New York and Massachusetts have seen the biggest increases from 2007 to 2018, adding 29,296 and 4,941 homeless residents to their counts, respectively. 2052
