SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. The investment in infrastructure is the largest in San Diego's history, according to the mayor's office.The investments are part of the mayor's proposed .8 billion budget, which City Council leaders are set to adopt at a June 11 meeting.RELATED: San Diego Mayor Kevin Faulconer unveils 2019 budget"After decades of neglect, we have a lot more to do, which is why I’m focused on fixing more streets, building more parks and making more neighborhood upgrades than ever before," Faulconer said in a release. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. That project is expected to break ground in 2019.RELATED: San Diego is tops for walkable parks, study showsBalboa Park & fire stations: Also on the docket are 1 million in repairs for local libraries, fire stations, lifeguard stations, and recreation centers. The funds will also see new roofing installed for Balboa Park's Mingei International Museum and Air & Space Museum.Transportation: The plan puts 8 million toward transportation projects which consist of road paving, traffic signals, sidewalk improvements, and bridges. This includes funding to fix about 390 miles of streets.Parks & Rec: Mission Bay Park, Chollas Lake, Hickman Field Athletic Area, and Skyline Hills Community Park will see .5 million in park upgrades, including new lighting, trail realignments, and ADA improvements.Water system: Faulconer's proposal also includes .6 million for stormwater upgrades to channels, pumps, storm drain pipes, and watersheds.Faulconer's entire proposed budget can be viewed on the city's website. 2230

SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738

SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. As San Diego’s longest serving operator, we value our partnership with the City and look forward to continuing to serve the community," Lime said in a statement.RELATED: City Council committee OKs changes to dockless scooter, bike lawIn August, Lime was made aware of the city's intent to revoke their SMD permit after they said the company failed to address speeding violations within the city's geofenced areas. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. That’s exactly what is being done in this case," a statement from the city said.Lime argued that they were in fact in compliance, adding at the time "it is unfortunate they have chosen to move forward with this hearing" and offering to demonstrate their compliance to the city in a letter from Lime to Mayor Kevin Faulconer.After approving an initial package of rules in April, the city council is set to consider adding new regulations on dockless scooters and bicycles, including:A rider curfew from midnight to 5 a.m.;Usage of one device per government ID;A fine structure and punitive actions for companies that violate regulations;Eliminating the original ordinance's provision that allows for temporary fleet spikes during large events;Authorizing the city to reduce a company's fleet size if it poses a public safety hazard;Authorizing the city to suspend a company outright for multiple violations; andRequiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks. 2468

  

SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan.An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. At least one marine allegedly accepted a ,000 payment to transport undocumented immigrants after they made their way into the United States."It isn't surprising that they would use persons that would appear trustworthy like our military in order to transport either humans or drugs," Stephan said. 1395
