BALTIMORE — Baltimore Police are investigating a Friday night incident that left 54-year-old Jacquelyn Smith dead.At about 12:34 a.m., patrol officers were called to a Baltimore-area hospital for a report of a walk-in stabbing victim. When they got to the hospital, they found Smith with a stab wound to her chest.Despite the doctor’s efforts, she died.Investigators tell WMAR Smith and her family were driving in the 1000 block of Valley Street when they noticed a woman that looked to be about 20 years old, 5 feet 4 inches tall and wearing a brown jacket. It looked like she was carrying a baby, or had something wrapped up to look like a baby, and was holding a cardboard sign that said, "Please help me feed my baby."Smith, who was in the passenger seat, rolled down her car window so that she could give the woman some money. At that moment, a man, about 30 years old and 6 feet tall with a goatee, approached the car to thank the family for the money.The male suspect then reached in to grab Smith's wallet, which is when a struggle began. Police say the man stabbed Smith in the torso before he and the female suspect that was holding the sign ran away."I'm not going to stop my car. You know, the way times are you don't know who to stop the car for," said Odella Taylor, a Baltimore resident."Think twice, look twice. I go to work early in the morning and my guards is up," said another Baltimore resident, Ellison Taylor.Police echoed that advice, saying crimes like these can happen any time."Always be aware of your surroundings. It doesn't matter if it's the middle of the day or the middle of the night. If you're driving, if you're walking, if you see something or someone that's suspicious, call 911, our officers work 24 hours a day," Jeremy Silbert of the Baltimore Police Department told WMAR.Homicide detectives are looking for the suspects. Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system. BONSALL, Calif. (KGTV) — A Carlsbad man was found dead after his vehicle was located down an embankment in the Bonsall area.A 77-year-old man was reported missing to Carlsbad Police earlier on Saturday before California Highway Patrol was also notified about the man. A location search of the man's mobile phone led authorities and family members to a location at Old Highway 395 and Interstate 15.CHP and family members responded to the scene, where a 2016 Mercedes was found down the embankment on Old Highway 395, below the road level and out of view from traffic. The missing man was found dead inside the vehicle.
