UNITED NATIONS, Jan. 27 (Xinhua) -- China's UN Ambassador Zhang Yesui on Wednesday called on concerned parties to create " favorable conditions" for an early resumption of Palestinian- Israeli peace talks.Addressing the Security Council in an open debate, Zhang, the council president for January, said that China remains "deeply concerned over the stalemate in the Middle East peace process and the bleak prospects for resumption of the peace talks.""We hope the parties concerned will strengthen their belief in the peace talks, overcome the difficulties and interruptions, create favorable conditions for an early resumption of the peace talks, and avoid acts that may erode the mutual trust or prejudge the outcome of the negotiations," he said.Zhang urged Israel to freeze all settlements activity and cease the building of separation walls."We urge Israel to open all the border crossings to Gaza, and ensure that the region achieves reconstruction as soon as possible and its people return to normal life," he said.Zhang also emphasized the importance of Palestine's internal reconciliation, voicing hope that all factions "bear in mind the long-term interests of the nation and work together to strive for the Middle East peace process."He also urged the international community to "redouble its efforts to push for all parties to build the momentum for negotiations and inject new impetus into the peace process."

BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said. The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said. The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).

BEIJING, March 15 (Xinhua) -- China's anti-corruption chief He Guoqiang has urged cadres of the Communist Party of China (CPC) to refrain from abusing their authority for illicit gain and to win public trust through clean governance. He, head of the CPC Central Commission for Discipline Inspection, made the remarks in an article to be published Tuesday in Qiushi, or "Seeking Truth," the official magazine of the CPC Central Committee.Party leaders should strictly abide by the code of ethics for CPC cadres issued in January, another important regulation to ensure clean practice in Party cadres' work and prevent corruption, said He, a member of the Standing Committee of the CPC Central Committee Political Bureau.Efforts should be intensified to tackle corruption-related problems, such as cadres using their power for illicit gains, privately engaging in profit-making activities, meddling in economic activities and using their influence to seek benefits for relatives, He saidThe CPC Central Committee issued the guideline specifying 52 unacceptable practices with respect to CPC leaders and cadres, including accepting cash or financial instruments as gifts, and using their influence to benefit their spouses, children or "special concerned persons" with regards to their employment, stock trading or business.

BEIJING, March 6 (Xinhua) -- A 17 percent year-on-year increase in China's broad money supply, and a target of 7.5 trillion yuan (1.1 billion U.S. dollars) for this year, indicated a relatively easy monetary policy, said Su Ning, deputy governor of the People's Bank of China, the country's central bank.Speaking on the sidelines of the ongoing annual session of the top legislature, the National People's Congress (NPC), Su said the 17 percent increase in the nation's broad money supply was larger than the combined increase of targeted GDP and CPI growth, which suggested an "easy" monetary policy."If M2 (the broad measure of money supply) growth is 2 to 3 percentage points higher than the combined growth of GDP and CPI, the monetary policy could be seen as easy," said Su.Chinese Premier Wen Jiabao said Friday, in the government work report submitted to the NPC, that China targeted an approximate 3 percent rise in consumer prices and 8 percent GDP growth this year.Su further believed the 17 percent increase in the broad money supply would be able to support the ongoing economic recovery throughout the country.China's financial institutions lent a record 9.6 trillion yuan in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy amid the global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.Su said the 7.5 trillion yuan in new lending this year should speed up completion of projects under construction, rather than support new projects.
