EAST VILLAGE (KGTV) -- A woman was wounded in an officer-involved shooting in the East Village Saturday night.San Diego police received numerous calls to an apartment complex on Market Street and Park Boulevard around 10 p.m. about a woman throwing objects out of a window. Officers arrived and found broken glass and furniture on the sidewalk below an apartment.Officials say the woman refused to listen to police and brandished a knife while out the window, continuing to throw objects. The woman refused to come out of the building, prompting police to force their way into the apartment. The woman locked herself in the bathroom, police say. Police used verbal directions, chemical agents, and a police canine to attempt to get the woman into custody, but the woman continued to refuse.The woman grabbed and punched the police canine. When officers made their way into the bathroom, police say she threatened them with a knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated at the scene and taken to the hospital with non-life threatening gunshot injuries. The officers were not injured, although some people were hit by objects being thrown out of the window. The woman has not been identified, but she is a 26-year-old resident of San Diego, according to SDPD.The name of the officer involved in the shooting was not released, be he has been with the department for more than 11 years, police said. 1572

EL CAJON, Calif. (KGTV) - Grossmont College is looking to expand a program that offers free textbooks to students.The Open Educational Resources program, or OER, allows students to download digital versions of textbooks for free. College officials say it can save students more than ,000 each semester. In the 2018-19 school year, Grossmont students have already saved nearly .3 million."We realized students were making decisions like, 'Do I want to buy food today or do I want to purchase my textbook?'" says Professor Dave Dillon, who has championed the program at Grossmont.A study in 2013 showed that students spend around ,500 each year on textbooks. That's more than a semester of tuition at Grossmont, which is ,334.Additional studies showed that anywhere from 50-60% of students have decided not to buy a textbook for a class because it's too expensive.Dillon and five other professors started offering courses with the OER textbooks in 2016. Convincing teachers to switch from their traditional books to the OER versions has been a challenge, but Dillon says more come around every year.By 2018, 46 teachers had begun using the books. In the spring of 2019, about 100 teachers are using OER."Those are openly licensed materials that are free for students to use," explains Dillon. He adds that the texts offer the same quality as the books that cost students hundreds of dollars."For me, it was just too much money to pay," says Grossmont 2nd year student Edwin Hernandez. "A lot of times, I'd skip buying the book and just really pay attention as much as I can in class. It barely got me by, but it's still a bigger struggle."Fellow student Carlos Espinoza says he used the money he saved on textbooks to buy his first car. That helped him avoid spending more than two hours each day on the bus or trolley to get to and from campus."It saves me so much time," he says.While the books are digital, students have the option to purchase a printed version of the books for about each. Dillon says he's seen test scores and class completion rates skyrocket since he switched to the free textbooks.Grossmont offers two full Associate's Degree programs using just OER books, Geography and Sociology.But they don't work for every area of study. Many STEM courses have supplemental books that students still have to buy. So do English and Literature classes, where students need to purchase novels which aren't in the public domain.Meanwhile, publishers have begun to fight back. According to Dillon, some are trying to downplay the quality of the OER books. Others have tried to write their own versions. And some companies are switching to a subscription-based model, similar to Netflix, where students pay a yearly or monthly fee to have access to all of the publisher's library.Dillon says he's in favor of anything that can help more students afford college."It solves an equity issue," he says. 2923

(AP) — A man suspected of gunning down a liquor store owner near Los Angeles leaned out a car window during a chase and blasted away with a handgun before being dragged wounded from the car Friday.There was no word on his condition as he was taken away in an ambulance.He is believed to be the gunman who walked into a Downey liquor store on Tuesday night and shot down Gurpreet Singh, 44, of Cerritos, Sgt. Mark Haxton said.Police have said nothing was taken from the store and there was no immediate word on a motive for the attack.On Friday afternoon, police and Los Angeles County sheriff's deputies began chasing a black Toyota Prius in Downey, southeast of Los Angeles.The high-speed chase stretched along a freeway and surface streets, during which video showed a passenger in a black T-shirt lean halfway out of the front passenger's window and fire two-handed at pursuing patrol cars.Video showed the man using a distinctive long-barreled revolver strikingly similar to one that was used in the store killing.The chase ended at about 3 p.m. in neighboring Vernon when traffic trapped the car and the passenger again fired. A car behind the Prius managed to back away, and police who pulled up in the next lane riddled the Prius with gunfire, shattering windows.A short time later, a bloodied woman driver got out and surrendered. There was no immediate word on her condition.The street near a railroad track was emptied, and sheriff's SWAT teams were called in. Due to a recent rise in reported health issues, the US Food and Drug Administration warned on Tuesday against using or purchasing Rhino male enhancement products.Since 2007, the FDA said, it has identified more than 25 Rhino products, some with names such as Platinum Rhino 25000 and Krazzy Rhino 25000, that have hidden drug ingredients.The FDA said the products are often sold in single-serving packages at locations such as gas stations and convenience stores, or through online retailers such as eBay and Amazon. Recently, the products have also been found in international mail shipments, the agency said.In an email, eBay spokesman Ryan Moore said, "Product safety is important to eBay and we work hard to ensure our marketplace is free of harmful products. These types of items are prohibited under our policies, and therefore not allowed to be listed on the eBay market place." EBay regularly sweeps the site to remove such items, he said.Amazon has not responded to a request for comment."Over the past few years, the FDA has been combatting the retail sale of male enhancement drug products that are frequently misrepresented as dietary supplements and that contain hidden and potentially harmful active drug ingredients," said Donald D. Ashley, director of the Office of Compliance at the FDA's Center for Drug Evaluation and Research.According to the FDA, the "products contain undeclared ingredients that are the same as or structurally similar to active ingredients found in FDA-approved prescription drugs used to treat erectile dysfunction."For example, some Rhino products contain the same active ingredient as Viagra and Cialis, sildenafil and/or tadalafil, respectively. These undeclared ingredients can lead to "significant safety issues and the risk of serious adverse events," the FDA said."The FDA has received reports of people experiencing chest pain, severe headaches and prolonged erections after taking a Rhino product that led to surgical intervention and hospitalization due to extreme drops in blood pressure," according to the agency.People who experience negative health effects or have issues with the quality or safety of a dietary supplement can report it to the FDA's MedWatch Safety Information program. Products identified by the FDA as having hidden active drug ingredients can be found in the tainted products database.Not all misrepresented products are included in the database, and consumers should still be wary, the FDA noted."Consumers should be cautious about using certain products, especially those promoted for sexual enhancement, weight loss, bodybuilding and/or pain relief. (KGTV) - A single mom's heart dropped when discovered her empty parking spot outside an El Cajon apartment.Two days after Christmas, Heather Williams' holiday cheer vanished when she stepped outside her apartment on North Mollison Ave."I came out to go to the grocery store and just stared at the empty parking spot ... My world just started spinning," said Williams.The 1997 white Honda Civic she bought used a few years ago was gone."I feel like a crappy mom. Someone took our vehicle," said Williams.It's Williams' only vehicle. Her kids go to two different high schools in El Cajon. "I have no way to get my kids to and from school. I don't know what I'm going to do," said Williams.Williams also fears her son may have to quit his job at a bait and tackle shop in Lakeside. The car was his only means of getting to work."It's his dream job. He loves fishing ... He's very upset," said Williams.Family members are also puzzled. Williams says she secured the car with an anti-theft gear shift lock."It covers the emergency break and extends to the gear shift. It's supposedly better than 'The Club' and how they got it off, I don't know," said Williams.One possibility: the thief could have loaded the car onto a flatbed truck.
