BEIJING, March 2 (Xinhua) -- Chinese State Councilor Ma Kai asked for more active policy to boost employment, guarantee economic growth, people's livelihood and social stability here on Monday.     Ma made the comments when addressing the opening ceremony of China National School of Administration.     He suggested that policies to boost economic growth and enhance economic structure should be combined more closely with the effort to create job opportunities.     Measures should be taken to relieve companies' burdens and maintain existing positions for employees, Ma said.     He also encouraged job seekers to start their own businesses, and adjust their job expectations.     Ma highlighted the importance of creating jobs for university graduates, migrant workers, veterans and families with no income.

JINAN, March 17 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Tuesday urged local governments to support spring ploughing work to promote grain production.     Speaking at a national meeting held by the State Council (Cabinet) in Jinan, capital city of eastern China's Shandong Province, on Monday and Tuesday, Hui called for great efforts to support the harvest of summer grain and oil crops.     He called on local authorities to give priority to spring farm work, maintain steady and relatively fast rural and agricultural development, help farm incomes rise and improve water conservation in rural areas.     He urged authorities to provide agricultural science and technology services to farmers, strengthen pest and animal disease controls, help farmers rise out of poverty and provide more jobs for returning migrants.     China harvested 528.5 billion kilograms of grain last year, up 5.4 percent from 2007, the fifth consecutive increase.

BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

CANBERRA, March 21 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met with Australian Prime Minister Kevin Rudd here Saturday, and the two leaders pledged to combat the financial crisis and further develop bilateral ties.     After conveying greetings from Chinese President Hu Jintao and Premier Wen Jiabao to Rudd, Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, expressed sympathy to Australia for the recent bushfires and floods. Australian Prime Minister Kevin Rudd (1st R) meets with Li Changchun (1st L), a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, in Canberra, capital of Australia, March 21, 2009On bilateral ties, Li proposed both countries keep high-level exchanges and he welcomed Rudd and other Australian leaders to visit China.     He suggested the two countries expand economic cooperation on the basis of mutual benefits. "Proceeding from the fundamental interests of our development, our two countries should promote energy and resources enterprises to forge long-term strategic cooperative relations," he said.     He also urged the two sides to steadily advance negotiations on the Free Trade Agreement in line with active, pragmatic, balanced and mutually beneficial principles.     Australia is a major destination for Chinese overseas students and tourists. Li pledged to strengthen bilateral cultural links between the two peoples. He welcomed the Australian side to participate in the World Expo due to be held in Shanghai in 2010.     Both China and Australia are important countries in the region.Li suggested both countries maintain close consultation on such major matters as combating the financial crisis and coping with climate change. Li Changchun (L Front), a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, visits the National Museum of Australia in Canberra, capital of Australia, March 21, 2009The Group of 20 London Summit will be due in early April. Rudd told Li that he anticipated meeting again with Chinese President Hu Jintao during the summit. The close contacts between the leaders of the two countries have promoted the growth of bilateral ties and the expanding common interests have opened broad prospects for bilateral cooperation in all areas, he said.     He also spoke highly of the stimulus measures adopted by China after the financial crisis. He said that the role of G20 should be given full play for accumulating a consensus for addressing the current financial and economic problems.     On the reform of the international financial system, emerging countries should increase their say and decision-making rights, he said.     Also on Saturday, Li visited the National Portrait Museum and National Museum of Australia.     Li arrived in Australia on Friday. Australia is the first-leg of Li's four-nation tour which will also take him to Myanmar, the Republic of Korea and Japan.
