(KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069

(KGTV) -- Two people were injured after the driver of a Prius slid down the side of a hill in San Marcos Sunday morning.According to the San Diego County Sheriff’s Department, the crash happened around 9:20 a.m. at San Elijo Road and Schoolhouse Way.The department says an 84-year-old driver was traveling too fast when he tried to make a turn, hit a curb, and slid down the hill.Both the driver and a 77-year-old female passenger were taken to the hospital with serious, but non-life threatening injuries, the department says. 554

Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050

  

SAN FRANCISCO (AP) — When Pacific Gas & Electric intentionally cut power to Northern California last fall, few of its emergency managers had learned the fundamentals of managing an emergency in their home state. The nation’s largest utility entered 2019 planning to “de-energize” its aging electric grid so downed power lines couldn’t spark ablaze. Yet only a handful of the hundreds of people who handled the blackouts were trained in the disaster response playbook used in California. The October 2019 outages brought chaos. By contrast, three power shutoffs this fall have been smoother after most of the emergency managers completed the training. 662

  

SAN MARCOS, Calif. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161
