SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (KGTV) — A cruise ship passenger and three crew members who arrived in San Diego on Monday have since tested positive for the novel coronavirus.County spokesperson José álvarez confirmed a passenger on the Celebrity Eclipse, which arrived in San Diego Monday, has tested positive for COVID-19. Tuesday afternoon, county health officials revealed that 3 crew members, who had been self-isolating, also tested positive. County health officials said they were notified before the ship came in that one passenger had a heart ailment and "possible" pneumonia. "We've been told all the way through that we were absolutely fine, no one sick at all, so it's a bit strange," said Filgate. "We were very relieved to leave the ship, but thinking about what that might have represented to the people you came in contat with, it's not such a great feeling now," said Filgate.A letter from Celebrity Cruises was sent to passengers reading, "because you were a passenger on this same voyage, it is possible you were exposed to someone who was sick with COVID-19."The letter goes on to direct passengers to complete a 14-day isolation. The passenger is not a San Diego County resident. The passenger is in the hospital in serious condition."There is no change in the plan of disembarking the remaining passengers today," álvarez said regarding the ship. "They will be screened prior to departure and only those who are asymptomatic and without fever are allowed to leave and proceed to transportation out of the county."A statement from the cruise line to 10News read:"We received clearance from port authorities and public health officials to disembark our guests and return them safely to their homes. No guests or crewmembers reported with symptoms throughout the sailing, and guests are going through exit health screenings when they leave the ship. We remain in continuous contact with public health authorities and appreciate their guidance to protect the well-being of our guests and crew."Monday, Dr. Eric McDonald, the county's medical director of epidemiology, said 17 San Diegans were on the Celebrity Eclipse. Those individuals will complete their quarantine locally. SAN DIEGO (KGTV) -- A driver apparently lost control of his SUV and crash landed on the roof of a University City home early Tuesday morning.The crash happened at around 1:15 a.m. in the 3000 block of Pennant Way, according to San Diego police.Bill Crane told ABC 10News that after he heard a loud crash, he came out of his home and saw the male driver in his yard and the Jeep Cherokee Laredo on top of his next-door neighbor’s house."I was asleep at the time and I heard this crash, and I came out and I looked around and saw a guy kind of wandering near behind me, by what's left of the tree, and he was just kind of stumbling and I couldn't figure out what the hell that was. Because you usually don't think of a car being on someone's roof. So, when I finally figured that out, I went in to get my phone, and came back out and called 911, and he was gone,” Crane said.Crane called 911 to report the crash, and he then called the woman who lives in the house. However, Crane said the woman initially didn’t believe her.Crane added, "I called her twice and she said, 'What, a car on my roof? I'm not going out there, I can't believe that.’ It is pretty unbelievable.”ABC 10News learned the woman was asleep at the time and never heard the crash. SAN DIEGO (KGTV) - A California Highway Patrol officer was taken to the hospital Thursday after a crash on SR-163 near Interstate 5 in Balboa Park.The officer was driving south on the highway approaching I-5 when he saw a pedestrian on the right shoulder.He slowed his patrol vehicle to make contact but was involved in a collision with another car.CHECK TRAFFICCHP officials said the veteran officer was disoriented and taken to Sharp Hospital as a precaution. There’s no word on the condition of the other driver.The CHP was not sure why the pedestrian was on the highway.Officers shut down one lane of south 163, backing up traffic in the area. 655
