(KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. SAN DIEGO (KGTV)- Hospitalizations related to COVID-19 continue to increase across San Diego County.The county’s latest numbers show 458 patients hospitalized, while 178 are in the Intensive Care Unit.“It is not quite what we’re seeing in Florida and Houston, but we are seeing an increase for sure,” said Dr. Julie Phillips, the medical director of Sharp Grossmont’s Emergency Department.“Almost every ER in the county has their tents set up, and they never took them down despite us not needing to utilize it for a number of weeks, if not even about six weeks, then starting last week it is back in use,” said Phillips.Currently, Sharp Grossmont has 27 hospitalized COVID-19 patients, while Sharp Chula Vista has 44, and Sharp Memorial has 29.Phillips said most local hospitals are well equipped to handle the surge.“All of us have staffed up beds by 150 percent awaiting for this,” she explained. “We know a lot more; we feel better about knowing how it’s transmitted, we feel better about our PPE, especially our N95 masks. Flattening the curve gave us time to get what we needed ready to go, so now we’re ready.”On Friday, Scripps Health reached a single-day all-time high number of hospitalized COVID-19 patients.At its five locations, a total of 126 people were hospitalized. Earlier that week, the number was still in the 90s.Both Scripps Mercy in San Diego and Chula Vista had 38 patients hospitalized at each facility.The numbers were the highest for a single day since the pandemic began.Infectious disease specialist for UCSD Health, Dr. David Pride, tells 10News UCSD’s hospital system is also seeing an increase.“Going back to early June, we admit between 1 and 6 new patients per day. The rolling average is a bit higher the last couple of weeks,” said Pride via email. “We are operating near our capacity, but largely because we accept outside hospital transfers readily who need a higher level of care than their hospitals can provide.
