CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. CINCINNATI – Police arrested a Cincinnati woman Tuesday after she left her 7-month-old child in her vehicle while she visited a hair salon, according to court records.Jaimyce McClinton, 37, is charged with one count of endangering a child.An officer found McClinton's baby locked in the vehicle as the temperature outside reached 76 degrees, court records state.The arresting officer noted the “feels like” temperature outside was 84 degrees.Police said the baby was left alone in the locked vehicle for 34 minutes.Court records did not state the baby’s condition or the location of the salon. 611

CINCINNATI — Cincinnati police, who were told a car was stolen with an infant still inside, now say that a child was never in danger and that the person who reported the car stolen lied to get a quicker response from police.Just before 10 p.m. Thursday evening, a 2010 Mercury Milan was reported stolen from a BP gas station in the 1300 block of Hopple Street with a 10-month-old infant still inside.Police caught up with two suspects in the car shortly before 11 p.m., and the suspects fled the vehicle about five miles away from where it was reported stolen.Officers did not find a child inside the vehicle, and the suspects evaded capture, police said.Cincinnati police said the person who reported the car stolen changed his story about 45 minutes into their investigation, saying the infant was not in the car when it was stolen."He stated that there's some money in the car, and that's why he told us there was a 10-month-old in the car, because he knew it would be a top priority for us if this was the case," Cincinnati Police Capt.
