SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. SAN DIEGO, Calif. (KGTV) - It started as a thesis project and now is a tool for any musician in the world to use. Dr. Chris Warren is an Assistant Professor of Digital Composition and Sound Design at San Diego State University and said “Echo Thief” started about ten years ago and is a project he’s been growing ever since. He’s been traveling around North America and using an acoustic measurement tool to gather and capture sound in different types of acoustic environments. His personal addition to the recording field is creating a way to capture sound in noisy environments. Typically, the reverb of a space can only be captured when it’s silent, like in a church. However, he has created a way do it in a loud area, like capturing the sound of being under a bridge even if there are cars driving by. He’s been using the library and plug-in with his audio production students. Then Kayla Gautereaux, a former SDSU student who is now on the faculty at the New England Conservatory, came to him and asked the audio pro if there would be a way for musicians to use his tool for their practice. Warren then created an easy-to-use website for anyone to play music or sing, and have it sound like they’re in a variety of locations. “We were able to take the sounds from around North America, a bunch of fascinating acoustic spaces, and make reverberators out them so people can virtually perform in these spaces,” he said. Gautereaux said she can now sit in her living room and sing, but it sounds like she’s somewhere else. “It feels like you’re there not just because the app has a picture there, but because you can hear the response of your voice or whatever instrument you play into that space,” she said. She also added that the space a musician performs inside is just as important as an instrument or vocals, so this is a welcome addition to the music world. 1873

SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. "We have new DNA technology that is a great tool for us."Santa Clara County court records show Getreau is represented by the county's public defender's office, which didn't return a call.Getreau has not yet been appointed a lawyer in San Mateo County. 1910
