You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) — An East County man suspected of posting graphic videos and plotting a downtown mass shooting was arrested Thursday.Steve Andrew Homoki, 30, was arrested and charged with multiple felony assault weapons charges, possession of a high capacity magazine, and child endangerment. San Diego Police say Homoki posted graphic videos online depicting assault weapons being pointed at unknowing pedestrians outside The Sofia Hotel in downtown San Diego.RELATED: FBI searching for terrorist from San Diego; million reward offered by State DepartmentSDPD served a search warrant at Homoki's Spring Valley home and seized several firearms from his residence. According to the warrant, Homoki has 14 firearms registered in California purchased between February 2018 and May 2019.According to the warrant, Homoki booked a room at the Sofia Hotel on March 22 and checked out the next day. On Sept. 17, a video was posted to a "Steven Anderson" Youtube channel, believed to belong to Homoki. The video showed the interior of a Sofia Hotel room from what appears to be a camera mounted to a man's body.The videographer is not seen as the video continues to show two assault-style rifles on a couch, along with a female mannequin head, a Department of Homeland Security license plate, an envelope, and ammunition scattered on the room's floor, documents stated.RELATED: FBI seeks men wanted for takeover bank robbery in EscondidoThe video then shows a semi-automatic handgun being loaded and pointed at people walking outside in the area of Front Street and Broadway, as the subject is heard saying "jams, boom," documents said. The ammunition then jams the gun and the subject unloads the round.The subject continues, picking up an assault-style rifle from the couch and pointing it out the window at pedestrians again and pulling the trigger while the firearm's chamber is empty, or "dry firing." The subject can be heard saying "one down, more to go," the warrant said.Another video posted to the same Youtube channel on Sept. 18 appears to be taken from inside the same hotel showing similar images play out, the warrant continued. The subject once again points weapons out a hotel room window at pedestrians and dry fires.RELATED: FBI searching for man who reportedly robbed San Diego grocery store bankOn Nov. 30, an anonymous report to the FBI believed a online chat user with a Youtube channel under the same "Steven Anderson" name had "gone off the deep end." The unknown person said they feared he was planning to do something, adding they can "almost guarantee if he is confronted while at home, he will open fire on Federal Agents or police."The unknown person said they watched the user "slowly become less stable over the period of almost an entire year" and post a goodbye message about five or six months prior.Authorities said they believe Homoki was rehearsing a domestic terrorist attack in the videos. SDPD has also filed a gun violence restraining order against Homoki.Homoki is scheduled to be arraigned on Monday. 3047

SAN DIEGO (KGTV) - A team of scientists at UC San Diego is getting into the beach business."We looked around and said 'what's the most important thing that we could possibly make?" said Biology Professor Stephen Mayfield. "And that answer is obvious. Flip flops and surfboards."Much more important than the products themselves is what they are made of. Mayfield wants to make plastic products out of more sustainable materials than the traditional petroleum. He says extracting the oil from algae is a much cleaner process. And because it is biodegradable, old and worn-out flip-flops and surfboards won't sit in landfills for thousands of years.The surfboards are virtually indistinguishable from traditional boards, and only cost about five dollars more. Mayfield says about a dozen professional surfers are already using algae boards in worldwide competition.His team at UCSD is working with a local manufacturer to bring the boards to market. Mayfield expects them to be ready by the end of spring.The flip flops are currently in the prototype stage. Mayfield plans to distribute several pairs to UCSD students this summer for testing. He hopes they will be ready for sale to the public by next year."My dream would be if we could make all the flip-flops in the world out of this material. This would have an enormous benefit to the planet."Mayfield's team are experimenting with the chemistry to control how quickly the flip-flops will biodegrade. SAN DIEGO (KGTV) - A sudden avalanche Friday buried five guests at a Northern California ski resort, including a San Diego native and his wife.Evan Huck and his wife, Kahlynn, were among the five skiers and boarders rescued after an avalanche buried a portion of Squaw Valley Ski Resort near Lake Tahoe. Huck grew up on Coronado, his parents told 10News, and had recently married Kahlynn.The pair escaped unscathed, though hectic moments caught on video after the incident show the drastic effort to make sure things didn't end worse.10News?live?weather conditionsKahlynn and others were captured afterward frantically digging Huck out of the mountain of snow, whose beard was the only part of him peeking through.  While Huck was reportedly knocked unconscious, he was able to snowboard down the mountain on his own afterward. It took about 5 minutes to dig him out.Two of the five caught in the sudden avalanche were injured, one with a serious lower-body injury, according to Placer County Sheriff's Department.
