SAN DIEGO (KGTV) - An enhanced federal mortgage program called Home Possible could turn into an early Christmas present for frustrated home buyers.Elias Delgado and his wife Margaret rent a home in Normal Heights, and have been on the hunt for their first home for about two years. As they save for a down payment, they've been outbid time after time. "I've almost deleted all the real estate apps. It's frustrating. It feels like we're done," said Delgado.Or maybe not. Enter Freddie Mac and a just-announced boost for home buyers. The expanded Home Possible mortgage program allows buyers to roll up their sleeves and turn their sweat equity into their down payment. The program allows borrowers to buy materials and do work themselves on the property before it closes, turning the appraised value of the makeover costs into the down payment.  868

SAN DIEGO (KGTV) — Airbnb is warning would-be party-goers this Halloween that weekend parties at San Diego listings are banned and guests could face legal action if they violate the policy. The rental booking platform banned parties at all of its listings in August and capped occupancy at 16 people as a precaution due to the pandemic. Airbnb has also banned one-night reservations over the Halloween weekend across the country."The great majority of guests are respectful of our hosts’ homes and neighbors, and we understand that this initiative will disrupt many one-night reservations that might not have led to parties. This action is designed to help protect our hosts and the communities they live in," Airbnb said in a release.RELATED:San Diego City Attorney shuts down 'COVID-19 party mansion' in La JollaBankers Hill Airbnb ‘party house’ shut down over COVID-19 concerns, other violationsGuests who have a reservation for two or more days this weekend will be required to agree to Airbnb's policy against parties. The platform's crackdown on parties comes after the county closed a "COVID party mansion" in La Jolla that had been the subject of at least 30 calls to police "nuisance activity." SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out. She never got his name.Arreguin wants to meet him again and thank him.If you know who he is please email us at the station at tips@10news.com.  874

SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year. The suggestions made this morning will be compiled and presented to SDSU and the city in the coming weeks. 1449

The confirmation comes the same day California officials announced the state would grant an early release to 3,500 non-violent offenders who are due to be released in the next 60 days. The move is in efforts to slow the spread of the virus through state prisons. The plan will also see facilities maximize open spaces to increase capacity and inmate movement options, according to the California Department of Corrections and Rehabilitation.RELATED: San Diego International airport worker, TSA officer test positive for coronavirus“We do not take these new measures lightly. Our first commitment at CDCR is ensuring safety – of our staff, of the incarcerated population, of others inside our institutions, and of the community at large,” said CDCR Secretary Ralph Diaz. “However, in the face of a global pandemic, we must consider the risk of COVID-19 infection as a grave threat to safety, too.”A CDCR release said prisons would begin new measures, including mandatory verbal and temperature screenings for staff, suspension of intake from certain county jails, suspension of visitations and access by volunteers, hygiene and educational measures, and physical distancing. As of Monday, the CDCR says 22 employees and four inmates have tested positive for COVID-19. 1976
