BEIJING, March 18 (Xinhua) -- With folk dances and songs, China and the Democratic People's Republic of Korea (DPRK) Wednesday unveiled their year-long exchange program, "China-DPRK Friendship Year."     Chinese Premier Wen Jiabao and his DPRK counterpart, Kim Yong Il, attended the premiere of friendship year, together with ministers of foreign affairs, trade and culture of both countries. The two countries forged diplomatic relations on Oct. 6, 1949, days after the People's Republic of China was founded. BEIJING, March 23 (Xinhua) -- Chinese Premier Wen Jiabao on Monday met with foreign delegates at the 10th China Development Forum, calling on international efforts to combat the financial crisis.     "Only when each nation makes effective stimulus measures together can the world economy step out of difficulty and realize resuscitation," Wen said to more than fifty foreign delegates at the three-day China Development Forum that started Saturday. BEIJING, Feb. 23 (Xinhua) -- China's central bank on Monday warned of deflation in the near term caused by continuing downward pressure on prices.     Commodities prices were low and weak external demand could exacerbate domestic over-capacity, the People's Bank of China (PBOC) said in an assessment of fourth-quarter monetary policy.     "Against the backdrop of shrinking general demand, the power to push up prices is weak and that to drive down prices is strong," the PBOC said. "There exists a big risk of deflation."     China's consumer price index (CPI), a major gauge of inflation, rose 1 percent in January from a year earlier. In that period, the producer price index (PPI), a measure of inflation at the wholesale level, dropped 3.3 percent.     But the PBOC also warned of medium and long-term inflation risks.     As the central banks worldwide injected a huge amount of liquidity into the financial system, commodities prices could repeat earlier rallies if market confidence recovered, it said.     The PBOC stated that China's economy faced further downside risks because of slackening external demand, over-capacity in some sectors and increases in urban job losses.     The gross domestic product expanded at a slower rate of 6.8 percent in the fourth quarter of 2008, as exports slumped and the property sector sagged, dragging down growth for the whole of 2008to a seven-year low of 9 percent     But China had huge market potential and as the macro controls started to take effect, its economy was likely to maintain stable and relatively fast growth, it said.     To spur growth, the PBOC said it would ensure ample liquidity in the banking system and promote the reasonable and stable growth of credit.     It also reaffirmed that China would keep the Renminbi (RMB) exchange rate basically stable, while making it more flexible in a self-initiated, gradual and controllable manner.

PYONGYANG, April 13 (Xinhua) -- Li Jinhua, vice chairman of the Chinese People's Political Consultative Conference (CPPCC), on Monday met with Kim Wan Su, director of the secretariat of the Central Committee of the Democratic Front for the Reunification of the Fatherland (CCDFRF) of the Democratic People's Republic of Korea (DPRK).     Li, who is heading a CPPCC delegation on a visit to the DPRK, said at the meeting that this year marks the 60th anniversary of the establishment of diplomatic ties between the two countries, and the visit was also one of the major events of the China-DPRK friendship year. BEIJING, Feb. 12 (Xinhua) -- A section of the local prosecutor's office that deals with dereliction of duty is involved in the investigation into Monday night's massive fire in downtown Beijing, the Supreme People's Procuratorate said here Thursday.     The fire led to one death and seven injuries.     The investigation involves two offices, the Supreme Procuratorate said: the Beijing People's Procuratorate and the district procuratorate of Chaoyang, the section of Beijing where the blaze at the China Central Television (CCTV) complex occurred.     The Supreme People's Procuratorate declined to elaborate on what the investigations covered.     China's procuratorate is the equivalent of a prosecutor's or attorney general's office, handling a range of civilian crimes, but it also has a special division responsible for crimes involving dereliction of official duty, such as bribery and corruption, that the police don't handle.     The fire, which engulfed the building that houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel near the futuristic tower that will house the state broadcaster, was caused by a powerful fireworks show put on by CCTV.     One firefighter died from breathing toxic fumes and seven people were hospitalized. The huge blaze also caused widespread traffic congestion in eastern Beijing and led to the evacuation of hundreds of residents.     The police have detained 12 people so far, including a man in charge of the new site's construction, three CCTV workers and eight people CCTV hired from a fireworks company in central Hunan Province to stage the show.     The fireworks they used were dangerous and needed approval before being allowed in downtown Beijing, a Beijing government spokesman has said. He said that CCTV did not get approval and further alleged that its workers ignored police warnings that night.     Monday was the Lantern Festival, which officially ends the Lunar New Year, and it's traditional to light fireworks on that night.
