SAN DIEGO (KGTV) - The County of San Diego is changing who can get a COVID-19 test at county sites.Officials said Monday that going forward, the county is focusing coronavirus testing efforts for priority groups, including those with symptoms."For new appointments being made, those will be focused on individuals who are symptomatic or individuals who are asymptomatic that fit into some of our priority groups like healthcare workers, first responders, those with chronic or underlying health conditions and those living in long-term care facilities," said County of San Diego Supervisor Nathan Fletcher.Fletcher said the county has more sick people and more positive cases, which means there's a greater demand on the testing system.He explained that challenge is being compounded by a global supply chain shortage with testing supplies and components."By taking this approach to reprioritize our focus on symptomatic folks and asymptomatic folks who are in the settings I just described we might see a reduction in the number of tests being done, but we do hope to see an increase in the speed in which we're able to turn around those tests," Fletcher said.Testing supply issues are not just a local problem. On Monday, California Gov. Gavin Newsom was asked about supply issues and test result turnaround times."It's unacceptable in this nation and in this state that we are not in a position to be doing even larger scale testing that all of us have been very, very aggressively promoting and trying to manifest," Newsom said, adding that the state is also starting to see delays in testing results.Harvard researchers have said the timing of testing results is crucial."If it takes over a week for the result to come back, mathematically it becomes challenging for testing and contract tracing alone to be adequate," Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added.Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added.She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792

SAN DIEGO (KGTV) - The man responsible for a fatal drunk driving crash nearly two years ago was sentenced to more than three decades in prison Friday. San Diego Superior Court Judge Joan Weber handed Jeffrey Levi a sentence of 30 years to life in prison, plus an additional four years for the crash that killed 19-year-old Isaac Felix and 33-year-old Jesus Dominguez. “I do want to remind you Mr. Levi, because I know that you’re going to be living with that for the rest of your life, that you killed these two young people and burned them to death, you permanently maimed another young woman, and injured an officer,” said Weber. “By my count, you made four fatal decisions on that night."In January 2018, Levi got behind the wheel of his Mustang while drunk and drove more than 100 miles per hour on Interstate 15. The Corolla was disabled in the freeway lanes, then hit by an SUV driven by an off-duty San Diego Police sergeant. The sedan burst into flames, killing Felix and Jesus Dominguez. Giovanna was severely injured but rescued by Good Samaritans. Sgt. Raymond Rowe was also injured. Levi fled the scene, completely uninjured. He was later found and arrested. “I made very serious mistakes with detrimental consequences; I relapsed,” said Levi after explaining his attempt at rehab for his alcoholism. “I think of Jesus, Isaac, Giovanna and their friends and families every day. I wish that I could do or say something to change what happened, but I can’t and I have to live with that forever.” In August, a jury found Levi guilty of second-degree murder, hit and run, drunk driving, and gross vehicular manslaughter while intoxicated. He also has a prior DUI conviction from 2007. The victims’ families have also filed a civil lawsuit against Levi, the City of San Diego and Sgt. Rowe. That case is pending. 1977
