For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. SAN DIEGO (KGTV) - A jury deadlocked Friday on two key charges regarding a drunk driving crash that killed a Lyft driver on SR-94.Steven Quintero was charged with six counts including murder and gross vehicular manslaughter in the Oct. 1 death of 41-year-old Henry Reyes of Escondido.The jury reached verdicts on four counts, finding Quintero guilty of DUI causing injury, DUI, hit and run with death, and driving on a suspended license. The judge declared a mistrial on the murder and gross vehicular manslaughter charges.RELATED: Testimony in Lyft?driver's death continuesReyes was taking three women home from a night downtown when the crash happened. One of the women became ill and Reyes pulled over on the shoulder of SR-94 near 28th St. to give her some water.Minutes later, the Lyft car was hit from behind by Quintero’s car. Reyes, an aspiring dentist and the father of a 2-year-old child, was killed as he walked around the car to get back in."I was hit so hard I didn't know where I was," said passenger Kelly Hoffman, who was on the phone in the backseat when the collision occurred. Hoffman testified that she had a broken bone of the top of her foot, whiplash of the neck, and a concussion.Passenger Sarah Smith, who had cuts to her chin, a neck injury and a bruised spine, said she has no memory of the crash.At Quintero's arraignment, Deputy District Attorney Cally Bright said the murder count was warranted because a previous charge of driving under the influence was filed against the defendant in November 2015, and because he allegedly left the scene of the fatal crash. 1604

SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese.The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information.The diocese spokesperson did not have information about whether San Diego Police had been contacted.If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said.
