SACRAMENTO, Calif. (AP) — California is on the verge of phasing out its state-operated juvenile prison system. The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Counties say those restrictions hobble their ability to provide proper care. The legislation was passed just before the Legislature ended its session this week. 750
Roger Goodell would like to see Colin Kaepernick back in the NFL this season. The NFL commissioner said during ESPN’s “The Return of Sports” special on Monday that he is encouraging teams to sign the 32-year old quarterback, who hasn’t played the past three seasons. Kaepernick was with the San Francisco 49ers in 2016 when he kneeled during the national anthem to protest racial injustice. He became a free agent following that season and did not receive a contract offer.Seattle Seahawks coach Pete Carroll said last week that he received a call from another team about Kaepernick. Carroll and the Seahawks brought in Kaepernick for a workout in 2017 and had another planned in 2018 before it was canceled.Kaepernick held an open workout in front of several teams in Atlanta in late 2019 but was still not offered a contract. 836

Roughly six percent of the male population - and less than one percent of the female population - suffer from colorblindness. It isn’t a deficiency that is debilitating, but it can be frustrating. For 11-year-old Andreas Koerber, reds and greens are mixed up, blues and purples are difficult to differentiate. The world, as he sees it, is generally more drab. The North Olmsted, Ohio sixth-grader and his family didn’t know there was a fix, until recently. Now, his eyes are open to an entirely new world after the discovery of specialized glasses.“Everything is more colorful, it’s brighter, it’s not as dark,” Andreas said.He realized he was colorblind at age five. It’s one of the biggest differences between him and his twin brother Luke. Luke is the one who had the idea to surprise Andreas with the glasses after learning about them online.“He’s my brother and really, it doesn’t feel fair that I get to see all the colors and he doesn’t,” Luke said. “I didn’t really realize how bad it was and what he wasn’t seeing.”For mom Rita Koerber, watching Andreas see colors for the first time was eye-opening.“It was just this totally special, emotional moment,” Rita said. "Kind of like Christmas when you have little kids and you’re seeing that through their eyes and they’re so excited, it was like that."The glasses run upwards of 0 and are not covered by insurance. After trying them on at Eyetique in Eton Center, Rita immediately had them special-ordered.“It’s like, how do you put a price tag on that? His face was just smiling nonstop for two days,” she said. 1595
Russian President Vladimir Putin said he "couldn't care less" if Russian citizens tried to meddle in the 2016 US election because, he claimed, the perpetrators weren't linked to the Kremlin.During a no-holds-barred interview with NBC News' Megyn Kelly, Putin repeatedly denied ordering a multifaceted influence campaign to sabotage the presidential election."Why have you decided the Russian authorities, myself included, gave anybody permission to do this?" Putin asked. 485
