SAN DIEGO (KGTV) - Local high school students who are trying to take the ACT college admissions exam say that their test dates keep getting canceled because of the pandemic. ABC10 News discovered that some frustrated students are planning to drive or fly to other cities to take the exam in time for college applications.“It's just been a very unsure time,” said Betsy Mains on Wednesday. Her daughter, Chelsea, is already feeling the stress of starting her senior year at University City High School through a remote learning program. Mains said that’s now compounded by fears associated with getting her ACT test done in time to apply for college. “These tests are required for a lot of the applications and a lot of the scholarships,” she added.“The communication's just been very poor. They've had to cancel tests. They didn't tell folks they were canceled. Their website crashed,” Michael Coleman told ABC10 News on Wednesday. His daughter, Sam, is about to be a senior at Canyon Crest Academy.She’s facing a similar challenge. Both students' families say their ACT tests have been canceled and rescheduled multiple times because of a lack of testing sites.“The first thing that I could find that was remotely possible for her was in December here in San Diego. That’s problematic because the college application process starts before then,” said Coleman. He told ABC10 News that parents have been looking for test sites in other cities.“I started putting in different zip codes to see if I could find something somewhere else. I eventually did get one in San Bernardino,” said Mains. “I found something in the Magic Mountain area a little sooner than December,” added Coleman.On Wednesday, the ACT sent ABC10 News the following information:Summer testing:In general, COVID-19 severely impacted testing centers’ capacity for spring and summer test dates. We rescheduled our planned April test date to June, and due to the demand and adherence to local and public health guidelines and social distancing requirements, the June and July test dates operated at limited capacity (i.e. limited seats for test-takers). Our teams performed a massive manual outreach campaign to thousands of test site administrators to better understand which sites were open and prepared to administer the test in a COVID-19 environment in line with local public health guidelines, knowing that conditions could change quickly in certain locations where the virus was surging.Our top priority is to provide testing opportunities for all who wish to pursue a path to college and career. We were able to provide makeup tests in certain locations for those impacted by last-minute cancellations and have added additional test dates [leadershipblog.act.org] to our regular national testing schedule this fall. COVID-19 has created many challenges for large-scale testing.We’re working to accommodate the demand and serve our customers, while acknowledging that seat and site capacity is subject to change, due to the changing nature of COVID-19. We’re in the process of adding additional seats to MyACT and encourage students to check back this week as seats in sites across the nation are added.MyACTWe know students are in need of scores and we are working hard to accommodate the extreme demand for seats in this unknown environment. We experienced some site degradation on Monday, July 27 due to high user volume and took MyACT down to improve system performance. We reopened the site this Monday, August 3 after automatically registering many class of 2020 and 2021 seniors impacted by summer test cancellations for our September national test dates.What we're doing for seniors + adding capacity:The majority of registered test-takers for June and July test dates were class of 2021 seniors. To help those rising seniors—impacted by summer test date cancellations and closures—meet their scholarship and application deadlines, we’re working to provide an accelerated fall registration experience. To the best of our ability, class of 2020 and 2021 seniors impacted by April, June and July cancellations have been placed in seats at sites that are currently open. Some of these students could not be automatically registered for fall test dates but we are doing everything we can to secure additional space for students who will need more options.In addition to the changes we’ve already made to add more capacity (opening up our Sunday testing to all students and adding new test dates [leadershipblog.act.org] in September and October), here are a few more examples of what we’re working on:? Pop-up sites in areas most affected by cancellations.? Partnering with commercial testing companies to share their already-existing space within communities.? Working with state Boards of Regents, colleges, and universities to help them administer “On-Campus Testing” for their students.? SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. Their conditions are unknown at this time.No other injuries were reported at this time.The explosion prompted evacuation orders at the Edificio Hipódromo and nearby homes displacing 150 people, according to Televisa. 1066

SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. SAN DIEGO (KGTV) – Investigators are still piecing together the circumstances surrounding the 2-year-old girl who died after she was found in a hot car in Tierrasanta. Police tell 10News the mother called 911 Monday afternoon, saying she had just woken up from a nap and could not find her daughter in their home on Leary Street.The woman later called back and said she found her daughter in her Nissan Altima, unresponsive and not breathing, according to police. It is still unclear how long the child was in the vehicle. The Child Abuse Unit is now investigating.“The biggest mistake anyone could ever make is to think that it couldn’t happen to them,” said Janette Fennell, founder of Kids and Cars. The organization’s statistics showed 26 kids have died after being left in a hot car so far this year. Right now, technology does exist to alert families of an unattended child in a vehicle. One device is called “Sense-A-Life,” created by two Florida dads. It involves a sensor placed under a car seat. If you put the vehicle in park and open the door, an alarm will remind the driver of a child in the back. If there’s no response, it will send an alert to our phone. A few cars, like the Kia Telluride, has a sensor system built into it. It warns the driver when you exit your vehicle that someone may still be inside. The vehicle’s horn will go off if you have not returned to open the door.Fennell said there is a push to get the Hot Cars Act passed at a federal level. It would mandate technology in all vehicles that would alert drivers to someone left in their car, but she said there has been resistance. “It probably comes down to money, but it also comes down to the auto industry that fights against all these types of things,” Fennell said. “Every single safety item in your vehicle people should understand have been very long, hard battles. Like decades.”Fennell said it will take in part, political will to get the Hot Cars Act passed. 1962
