The Trump administration wants to tighten the rules governing who qualifies for food stamps, which could end up stripping more than 3 million people of their benefits. The Agriculture Department issued a proposed rule Tuesday that curtails so-called broad-based categorical eligibility, which makes it easier for Americans with somewhat higher incomes and more savings to participate in the Supplemental Nutrition Assistance Program, or SNAP, the formal name for food stamps. It is the administration's latest step to clamp down on the food stamps program, which covers 38 million Americans, and other public assistance services. It wants to require more poor people to work for SNAP benefits, and it is looking to change the way the poverty threshold is calculated, a move that could strip many low-income residents of their federal benefits over time.Broad-based categorical eligibility allows states to streamline the food stamps application process for folks who qualify for certain benefits under the Temporary Assistance for Needy Families program. Some 40 states, plus the District of Columbia, use this option, which lets them eliminate the asset test and raise one of the income thresholds.Republicans have long argued that this expanded eligibility option is a "loophole" that permits those with higher incomes and assets to get public assistance. GOP lawmakers have tried to limit it several times -- including in last year's farm bill, though it didn't make it into the final version. The proposed USDA rule is expected to save .5 billion a year."For too long, this loophole has been used to effectively bypass important eligibility guidelines," said Agriculture Secretary Sonny Perdue, who pointed out on a call with reporters that a millionaire in Minnesota recently enrolled through the option to highlight the problems with it. "That is why we are changing the rules, preventing abuse of a critical safety net system, so those who need food assistance the most are the only ones who receive it."Consumer advocates, however, say that the option helps low-income working Americans get the help they need. They still must meet the disposable income threshold for the food stamp program, though they can have a higher gross income (before deductions such as child care costs are taken into account). The option is "an opportunity-oriented policy to promote work and promote savings," said Stacy Dean, vice president for food assistance at the left-leaning Center on Budget and Policy Priorities. 2518

The US economy added only 75,000 jobs in May, a surprisingly low number that was well below what experts had predicted.Meanwhile, the unemployment rate remained at 3.6%, meaning that joblessness is still hovering near a half-century low.The report supports suspicions that the labor market is finally slowing down from its blistering pace in 2018, with revisions to the past two months subtracting 75,000 jobs. Employers have added 164,000 jobs per month on average in 2019, compared with 223,000 jobs per month last year.Still, economists had expected 185,000 jobs added in May, so 75,000 fell far short of those expectations. The share of people who have jobs or are looking for them remained the same, suggesting that the low number may stem from the difficulty of finding workers after 104 months of continuous job creation. The share of people who can't find enough hours or stopped looking for work because they couldn't find a job decreased to 7.1%, nearing the lowest level on record, 6.8% in October 2000.Wage growth also decelerated slightly, with average hourly earnings rising 3.1% from a year earlier, down from a 3.2% rate a month earlier.Health care and professional and business services were singular bright spots in the report, and have added nearly 900,000 jobs over the past year between them. But construction, mining and manufacturing showed little change from April. Manufacturing has been particularly weak over the past several months, and measures of business confidence in the sector have reached cycle lows as President Donald Trump threatens new tariffs on Mexico. 1603

This landlocked state shouldn't have any islands. But the deadly flooding that has deluged parts of Nebraska could get worse before it gets better."This really is the most devastating flooding we've probably ever had in our state's history, from the standpoint of how widespread it is," Gov. Pete Ricketts said Monday.More than 8 million people are under flood warnings in the Midwest and the Mississippi River Valley, said CNN meteorologist Dave Hennen."Eastern Nebraska remains the hardest hit area, with much of the southeast part of the state under flood warnings," he said. The flooding has already killed two people in Nebraska and one man in Iowa. Ricketts said at least one person remains missing in Nebraska.Flood records have been shattered in 17 places, and more rivers will likely break cresting records this week, according to the Nebraska Emergency Management Agency. (A crest is the highest point of a flood wave.)Now the big concern is floodwater draining downstream, further deluging communities that can't take any more water.3 deaths include a farmer trying to rescue othersNebraskan James Wilke, a farmer in Platte County, used his tractor to try to help a person trapped in a vehicle, NEMA spokesman Mike Wight said."With the guidance of emergency responders, James drove his tractor over the Shell Creek bridge on the Monestary Road and the bridge gave out. James and the tractor went down into the flood water below," family friend Jodi L. Hefti wrote on Facebook.Another Nebraska man died after he was overcome by flood waters near a dam in Spencer, Wight said.He said one more person in Nebraska is missing and presumed dead.In Iowa, Aleido Rojas Galan of Nebraska was one of three people rescued from floodwater, Iowa's Fremont County Sheriff's Office said. But Galan, 55, succumbed to his injuries and died at a hospital in Lincoln. This nightmare started with a 'bomb cyclone' The mammoth flooding follows a powerful "bomb cyclone" that slammed the central US last week with hurricane-like winds and blizzard conditions.Melting snow ended up in rivers and streams, causing flooding and cresting days after the precipitation was over.Nebraska's Offutt Air Force Base, just south of Omaha, said about 30 buildings were hit with floodwater."Team Offutt has done an incredible job working together to battle this historic flood as best we can," said Col. Michael Manion, 55th Wing commander. On Sunday, he said the 2449
