SAN DIEGO (KGTV)  - San Diego State University unveiled Thursday details about its plan for a stadium in Mission Valley that could serve SDSU and a possible NFL team.The stadium is currently proposed as a home for the Aztecs, with 35,000 seats. It could be expanded into a 55,000 seat stadium for the NFL, according to SDSU athletic director John David Wicker.Details about the stadium include an aluminum-panel exterior designed to resemble boats. The panels would change color throughout the day and be illuminated with LED lighting at night.Other features include more than 82 suites, 50 loge boxes, two end-zone party decks, six exterior balconies, and five different club sections.The site would also offer 90,000 square feet of retail space.The stadium is being designed by global architecture and design firm Populous, which also designed Yankee Stadium, the London Olympics, and the Super Bowl.SoccerCity supporters, who want to bring a Major League Soccer team to Mission Valley, responded with a statement from SoccerCity project manager Nick Stone. 1077

(KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. SAN DIEGO, CA (KGTV) - A modern way to recycle your cell phones is meant to be good for the environment and a good way for you to make a little money, but some people worry the real winners could be thieves. 10News investigative reporter Jennifer Kastner visited ecoATM's company headquarters in Sorrento Valley to ask about the controversial kiosks. The company has more than a dozen kiosks around the City of San Diego and thousands of more kiosks across the country. The kiosks buy unwanted devices like cell phones.Less than one percent of sold devices get stolen but some cities have banned the kiosks because of security concerns, a spokesperson told 10News.In San Diego, the booths are located in busy shopping areas like inside the Ralph's in the Midway District and inside the Fashion Valley mall."We offer cash on the spot at our kiosks," says ecoATM's Chase Freeman.Retired law enforcement officer Phil Ramos says, "It's a great, convenient thing for a legitimate consumer, but it really invites crime. It's an easy, quick way for bad guys to make money." The concern is that criminals can make money by trying to sell stolen or fake phones.10News asked Freeman if his system is bulletproof?"I don't think that any system out there is bulletproof but what I can tell you is that we're very on top of every transaction," he responds.The ecoATM kiosks have been banned in Baltimore and in Riverside after backlash from law enforcement. 10News obtained a copy of a photo taken this August by a concerned citizen in Las Vegas. The background of the image shows a stack of phones on top of an ecoATM kiosk.In the frame of the photo, you can see the elbow, leg, and the shoe of a man who reportedly brought those phones to the ecoATM kiosk.10News asked Freeman about that man. "It seems that many of those devices were, in fact, fake devices," says Freeman. On the day the photo was taken, the man apparently sold 13 devices but only four of them were real phones.EcoATM says it didn't contact police because none of the phones were reported as stolen. Freeman says that the man is now banned from making any sales at the kiosks.Georgia police report that a 17-year-old used a stolen ID to cash in on 26 stolen phones. She was later caught and prosecuted with the help of ecoATM. "Every transaction that is conducted at a kiosk across the country is kept in a database that is available to local law enforcement," says Freeman.The company reports that 8,993 devices were purchased in San Diego from January 1st, 2019 to October 1st, 2019, but only 27 were of investigative interest and requested by law enforcement. The San Diego Police Department couldn't tell 10News how many stolen phones have been found at ecoATMs because it doesn't track the location of recovery.Freeman tells 10News that there are extensive security measures in place. Some of those measures include a camera that takes your photo while your driver's license is verified. For many kiosks, you have to provide a fingerprint. Live agents are constantly monitoring all transactions.The company says that the nationwide sale of stolen devices is a very minor issue. "It's something that does not happen frequently at all. (KGTV) - Street racing could return to SDCCU Stadium, after just a couple month's hiatus.RaceLegal, a non-profit that has run drag races in the stadium parking lot for 21 years, says they have new leadership and new funding. They hope to resume racing soon.But, organizers say they're having trouble getting permission from the City of San Diego to use the venue."This is really important for the community," says Lydia Denecochea, RaceLegal's Executive Director. "It saves lives."RaceLegal started in the late 1990s as a response to a rash of street racing crashes and deaths. Denecochea says giving people a safe, controlled environment to race has made the roads safer across the city."It's a human characteristic that we are competitive, and many of us love speed. It'll never go away," she says.The non-profit group joined forces with city leaders, the San Diego Police Department and the San Diego Sheriff to give drivers an alternative. People could even volunteer at events to satisfy community service requirements from traffic tickets.The number of deaths from street racing fell from 16 in 2000 to just two in 2018. Injuries also saw a drastic drop-off in the same time frame, from 39 to only one."It works," says Denecochea. "In 2000, we had carnage on our roads."But a lack of funding led the non-profit to close in early 2019. A message on their website told supporters that the budget deficit, "renders the program not viable to continue service to our community."RELATED: RaceLegal stops drag races after more than two decades in Mission ValleyThey held what many thought would be their final race on March 1.Since then, interest from a private investor has Denecochea looking into holding more races. She's now asking supporters to send a letter to the Mayor's office and to other city leaders urging them to let RaceLegal use SDCCU Stadium again.A spokesperson from the city told 10News they're looking into the issue. In a statement, they said, "The City is in communication with RaceLegal on the potential resumption of legal racing at the stadium. However, concurrently the City is in discussions with other race producers to ensure that legal racing at the stadium continues to provide a safe option for the San Diego community."Councilmember Scott Sherman's office says they've also been in touch with RaceLegal and with the stadium to resolve the issue.One potential roadblock is the pending sale of SDCCU Stadium and the land around it to San Diego State University. In November, voters passed Measure G, which authorized the deal to create an SDSU West campus and build a new stadium for the Aztec football program.Denecochea says she wants the city to let RaceLegal keep racing until construction starts.
