SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken, and practice physical distancing when possible.RELATED: Some San Diego city libraries to resume in-person servicesCity of San Diego to reopen all of its playgrounds after state guidance issuedPeople will not be able to browse for books, rather they will tell a librarian what they are looking for and the librarian will retrieve it. Computers are available at 12 locations and 10 of the locations will also have outdoor computer options.While families can continue to exercise their minds as libraries return, they can also now exercise their bodies.All 289 playgrounds in the city of San Diego are back open. There are also changes at playgrounds, including required face masks for everyone two years of age or older, advice to not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached, no eating or drinking in playground, to ensure face masks are worn at all times, and advice to limit visit to 30 min per day when others are present. 1873

SAN DIEGO (KGTV) — Police released a sketch Thursday depicting the suspect of a sexual assault at Black's Beach near La Jolla Shores this week.San Diego Police say the female victim was jogging on the beach Wednesday when she was sexually assaulted. The suspect slapped the woman's buttocks twice and grabbed her in the genital area before she broke free and called for help.Officers responded by did not find the man. The suspect is described as a Black man between 30 and 40 years old, with short to no hair and an earring in one ear. The man was naked at the time of the attack, police said.Anyone with information on this incident or any other information about the suspect is asked to call SDPD's Sex Crimes Unit at 619-531-2210. 742

  

SAN DIEGO (KGTV) — Police are investigating a shooting in the Chollas Creek area Friday that left a man with multiple gunshot wounds.San Diego Police say a 22-year-old Hispanic male was walking in the 5300 block of Lea St. when he was approached by a Hispanic male suspect sometime before 7 p.m. Friday. A brief conversation began between the two, before the suspect pulled out a handgun and fire four times at the man, police say.The man was hit three times by gunfire. He was taken to a nearby hospital where he was treated for non-life threatening injuries.The suspect fled the scene in a red sedan, heading eastbound on Lea St. He is described as being 5-foot 8-inches tall with thin build. He was last seen wearing a dark colored hooded jacket and dark hat.SDPD Gang detectives are investigating. Anyone with information is asked to call police at 619-531-2000 or 858-484-3154. 890

  

SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ...
