SAN DIEGO (KGTV) - A Chollas View elementary school was placed on lockdown Wednesday after reports of an armed man nearby.San Diego Police were called to the area of 45th and Market streets at about 9:30 a.m. over the reported suspect. Chollas-Mead Elementary School was placed on lockdown as police searched the area.Officers arrested an armed man at the scene and were searching for a second suspect who fled the scene, believed to possibly be armed as well, police said.Chollas-Mead Elementary's lockdown was lifted as of 11 a.m. while police continued their search.The outstanding suspect is described as a 6-foot-tall black man, in his 20s, last seen wearing a black shirt and light blue pants, SDPD told City News Service. 736

SAN DIEGO (KGTV) -- A 17-year-old boy accused of killing a Carlsbad woman on a popular hiking trail denied the allegations against him during a virtual arraignment Thursday morning.Through his attorney, the teen denied all allegations. He faces charges in connection with the Nov. 23 death of 68-year-old Lisa Thorborg.Thorborg was on a morning walk at Hosp Grove Trail when Carlsbad police investigators said she was attacked and stabbed to death.On Dec. 14, Carlsbad police announced the arrest of a 17-year-old boy in the case. Little information on the teen was released, but police noted the suspect is a Carlsbad resident.Thorborg's death struck a chord with many in the community. In the days following her death, a large group came to honor her by finishing the walk she started.The woman’s death also left many neighbors upset and concerned about their safety while on that trail.During Thursday’s arraignment, the judge also granted the teen's request to two phone calls -- one to his Mom, the other to his grandmother.ABC 10News learned Thorborg’s family was also listening to the hearing through the phone.Another hearing in the case is set for Dec. 22. 1173

SAN DIEGO (CNS) - Two vehicles collided on Interstate 8 near State Route 79 today, injuring four people, authorities said.A black Honda sedan and a Toyota van collided near Alpine at 11:06 a.m., causing one of the vehicles to overturn and land on its roof, according to a California Highway Patrol report.Cal Fire reported four patients were taken to area hospitals.No further information was immediately available. 423

SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A group of San Diegans fighting for rent control is bringing their battle to city leaders this week.The group San Diego Tenants United is calling for city leaders to pass a rent control ordinance to curb the skyrocketing cost of living in San Diego.In a letter to San Diego's Smart Growth & Land Use Committee Chair Georgette Gomez, the group requested a new rent control ordinance and amendment to San Diego's Just Cause Eviction ordinance to prohibit landlords from increasing rents or displacing families.RELATED: San Diego group calling for rent controlThe group believes a permanent ordinance and amendment will slow the rate of increase in local rents and stifle the local housing crises."This can make real, effective changes that can truly fight displacement and gentrification," the letter to Gomez reads.
