(CNS) - A report on five possible sites for a future Cal State University campus, including in Chula Vista, states that none of the sites would be a suitable candidate based on enrollment demand alone, according to a report presented Tuesday to the CSU Board of Trustees.The report stems from a study undertaken to assess the potential need for a new campus in Chula Vista, as well as the cities of Concord and Palm Desert, and the counties of San Mateo and San Joaquin.The study -- which can be viewed at https://www.csucapacitystudy.org -- examines various factors regarding a potential CSU site in Chula Vista's University and Innovation District.The study found that CSU enrollment is projected to increase "moderately" over the next 15 years, with the San Diego area projected to see 5,700 more full-time CSU students by 2035.RELATED: Chula Vista on shortlist for potential California State University campusWhile the report concluded the projected enrollment demand does not warrant a new campus, the study did not account for COVID-19's possible enrollment impacts, as CSU's pandemic-related transition to virtual education occurred during the compilation of the study.The study also noted, however, that systemwide CSU enrollment exceeds the current physical capacity by an average of 17% or 57,300 full-time students.The estimated cost to establish a new campus ranges from billion to billion, with the timeline to develop a new campus estimated at nine years, according to the report. 1528

The National Christmas Tree Association says there was an “unprecedented level” of early inquiries from customers wanting to know when tree farms would open this fall.Christmas tree sellers from New York to California are selling out fast because of the high demand and fewer trees to sell.The issue is impacting would-be Christmas tree shoppers in Canada, too.The Canadian Christmas Tree Growers Association says following the 2008 recession, Christmas tree farmers in North America didn’t plant as many trees as usual and didn’t move ahead with planned expansions until later.Since it takes 6-10 years for a tree to grow and be ready for ornaments and lights, some of those post-2008 decisions are still impacting supply.The National Christmas Tree Association has reported a smaller supply of harvestable trees since 2015 because of fewer trees being planted.Drought conditions and several years of intense wildfires in the western U.S. and Canada as well as the mid-Atlantic states have also taken a toll on Christmas tree farms, destroying their trees or limiting growth opportunities.The surge in coronavirus cases is also limiting the availability of Christmas trees around the country, as some suppliers and sellers are making the difficult decision to close or reduce hours and capacity to keep staff and shoppers safe.For those with a National forest nearby, the U.S. Forest Service allows people to cut down a tree from their lands with a few conditions. CHULA VISTA, Calif. (KGTV) -- A carjacking and pursuit led to a deadly officer-involved shooting in Chula Vista Monday evening.According to Chula Vista police, the incident happened around 5:30 p.m. on the 900 block of Rutgers Avenue.Police say the incident began when officers spotted a suspect wanted for attempted murder and observed him as he carjacked a blue pickup truck at gunpoint near Main Street and Maxwell Road.The suspect, later identified as 33-year-old David Angulo, was a documented gang member wanted in connection with three shootings in the area and was considered a danger to the community by police.According to police, officers tried to conduct a traffic stop, but instead the suspect led officers on a chase into eastern Chula Vista. On Rutgers Avenue at Otay Lakes Road, the pickup truck crashed into a vehicle with a person inside. That individual was taken to the hospital with injuries believed to be serious.Following the crash, police say the suspect got out of the wreckage and tried to enter a house with a family inside. At some point, gunfire was exchanged between the suspect and officers. "It appears Mr. Angulo turned back to the officers. It's my understanding he pointed a weapon at the officers," Chula Vista police Lt. Dan Peak said. "It does appear some shots were fired at the officers and the officers returned fire."Peak added they're still investigating who fired the first shot.Chula Vista police say three officers fired their weapons, fatally injuring the suspect. Peak says medical aid was given to the suspect, but he died at the scene.The officers involved in the shooting haven't been identified at this time. CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

  

CHULA VISTA, Calif. (KGTV) — The Sweetwater Union High School District will allow almost 300 employees to retire early, to balance a budget tens of millions of dollars in the red. "It was in our best interest to work with the district,” President Gene Chavira of the Sweetwater Education Association said. The teachers’ union president said this is part of the district’s "Budget Solutions Plan." They first added two furlough days to all staff this school year. In November, the Board of Trustees also agreed to offer employees who are 50 years or older and have worked for the district for at least 10 years, the option to resign then retire from the district. Eligible staff members were given two options for bonuses: Leave at the end of the year (December 2018) to receive 85 percent of their annual salary, spread over a given number of years; or leave at the end of the school year (June 2019) to receive 60 percent of their annual salary, spread over a given number of years. At the last union election, Chavira said 87 percent of the union members voted for the district’s plan.By Wednesday’s deadline, nearly 300 employees signed up for the early retirement package. One hundred forty-four are teachers, and the rest are either school staff or management. Of the 144 teachers, 94 of them have chosen to leave in December 2018. While some voiced the concern of teachers leaving in the middle of the school year, Chavira said the district employs many capable teachers who are qualified.“If one your teachers was the teacher that left, then someone else is going to take it. And in most cases, it's someone that's already there, who will assume those classes,” Chavira said. While the hope is the change from a seasoned to a potentially less-experienced teacher in the middle of the school year will not affect student success, the district said the finances made sense. According to the current salary schedule, veteran teachers get paid as much as 8,000 a year, compared to new hires at ,000. "In the long run, it's a savings,” Chavira said. Sweetwater Union High School District spokesman Manny Rubio said with this early retirement plan in place, the district will see significant cost-savings.
