A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A portion of Interstate 95, one of the main shipping thoroughfare on the east coast, was shut down for hours on on Friday after two tractor trailers overturned on a Maryland bridge.The accident occurred on the Tydings Memorial Bridge, which spans the Susquehanna River in northwest Maryland in between Baltimore and Philadelphia.In addition to the closure of the bridge the Maryland Transportation Authority also put a hold on all traffic because of Friday's high winds.MDTA also temporarily closed the Hatem Bridge — which carries traffic on US 40 and runs parallel to the Tydings — because of the wind. Northbound I-95 detoured at MD 155 (Ex89) and southbound I-95 traffic detoured at MD 222 (Ex93). A mom from Kansas is trying to sort out how her son's Social Security number was used to rent a car, open bank accounts and credit cards in Milwaukee, especially since he's just 11-years-old.Wiesje Sammis said she recently got a confusing call from a Milwaukee County detective."They asked if had he rented a car? I was, of course, like, 'Ummm no, he's 11,'" said Sammis.Sammis said her son Terrelle Lewis's identity was stolen and his Social Security number was being used."I think it's kind of shocking. That you can do that these days," said Lewis.According to court documents, police found the suspect at a Walmart in West Milwaukee. He was drinking a bottle beer and walking aisles.When they asked him for ID he gave them a fake driver's license and a Social Security card with Lewis's number on it.Records show the suspect also rented a car back in January and never returned it. He also opened up multiple credit cards and bank accounts.Lewis's mother said police told her the man likely bought her son's Social Security number online. She thinks it was taken during a data breach of his health insurance company four years ago."'There's no way somebody could take a child's identity. There's just no way' is what I thought," said Sammis.Now she is worried others have his number as well."I think this will impact him long term," said Sammis.To protect children's identities, parents are encouraged to apply for a security freeze.
