BEIJING, Jan. 16 (Xinhua) -- Beijing should be tolerant and open-minded toward migrants as it tries to manage its fast-growing population in the next five years, said a Beijing political advisor responding to a government plan to limit the city's population.Excessive growth of Beijing's population, partly as a result of the influx of migrants, has brought tremendous pressure on the environment and resources, said Wu Yongping, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Sunday.But migrant population also made great contributions to the capital city's development, said Wu, also deputy director with the School of Public Policy and Management, Tsinghua University,."Beijing, as a city belonging to the people of the whole country, should have the quality of openness," Wu told a press conference on the sidelines of the annual session of the Beijing Municipal Committee of the CPPCC.Also, Beijing should open to the entire world as only a tolerant and open-minded city could maintain its momentum of sustainable development, Wu said.Wu's remarks came in response to a draft development plan submitted Sunday to the annual session of the Beijing Municipal People's Congress, the local legislature.According to the draft plan, Beijing will rein in the "unordered and excessive" growth of its population during the next five years.By the end of 2009, Beijing's population had reached nearly 20 million, far exceeding the State Council-ratified target of controlling the population to within 18 million by the year 2020.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Nov. 20 (Xinhua) -- China Petroleum and Chemical Corporation (Sinopec), China's largest oil refiner, said Friday it has suspended diesel exports to relieve shortages in the domestic market.Sinopec also said it is seeking to import 200,000 tonnes of diesel.PetroChina Co., China's largest oil producer, plans to import 200,000 tonnes of diesel. Some 35,000 tonnes of it has already arrived.Insiders said China's diesel output in the first nine months soared, prompting the two oil giants to expand exports.Sinopec attributed recent hikes in the domestic price of diesel to hoarding, seasonal factors, transport factors and energy-saving measures."The fundamental reason for the diesel shortage is the industry monopoly. Oil refiners are not keen to increase production because profit margins in the sector are relatively low," said Qi Fang, director of the Hebei Provincial Petroleum Industry Chamber of Commerce."The two oil giants operate on a planned-economy basis, resulting in an unbalanced supply-and-demand situation. Supply and demand can easily outstrip each other as government planning cannot keep pace with changes in the market," Qi said.Statistics from the General Administration of Customs show China exported 360,000 tonnes of diesel in October - only slightly lower than the 368,100 tonnes it exported in September - even as diesel shortages worsened.Diesel imports in October rose to 400,000 tonnes, up from 250,000 tonnes in September.

BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy.The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies.The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year.The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.
