(KGTV) - The Oceanside Police Department asked for the public’s help Friday to find a missing man.Richard Teller, 80, was last seen at his home Thursday night at 10 pm.Police said Teller suffers from health conditions that require medication, which he does not have with him.Teller is believed to be driving a black 2006 Cadillac CTS with a California license plate of 5YDG829.Police said Teller is white, 5’9”, 190 pounds, with short gray hair and hazel eyes.Anyone who sees him is asked to call Oceanside Police at 760-435-4900. 556

Oklahoma teachers say they have reached their breaking point over pay and school funding and may walk off the job next month.Galvanized by a growing social media campaign, teachers wanted competitive pay to attract and keep teachers in the state. Teachers were hoping for a ,000 raise with House Bill 1033, collectively called the Step Up Oklahoma Plan, which looked to increase the tax on tobacco and gas.However, that bill was voted down in the state House because it didn't get the 75% approval needed to pass, according to Oklahoma Department of Education Superintendent Joy Hofmeister."It was soul-crushing," Hofmeister said.Because of that, and a handful of other failed bills in the last two to three years, teachers are now actively discussing a strike, on the heels of a statewide strike by public teachers in West Virginia."What spurred this momentum was so many teachers across the state are at their wit's end," said Teresa Danks, a third-grade teacher in Tulsa who is also the founder of the nonprofit Begging for Education. "No bills have been passed in favor of teacher pay or funding, the frustration and low morale has continued to grow. We're losing teachers like crazy to other states."One of the authors of HB 1033, Republican Sen. Kim David, did not reply to CNN's request for comment. The legislative assistant for the other author, Republican Rep. Kevin Wallace, said the request for comment was forwarded to the state speaker of the house. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. (KGTV) — A body was discovered in a small North County lake while vector control workers sprayed for bugs Thursday.A helicopter pilot was dropping larvicide over the area behind the Vons shopping center at State Route 76 and Frazee Road about 1 p.m. and spotted the body floating on the surface, according to police.The lagoon was inaccessible by foot, said police. Officers deployed a drone to confirm there was a body on the scene.Oceanside Fire Department Lifeguards were called to retrieve the person's remains. Investigators believe he or she may have been in the water for at least two weeks.Oceanside Police responded to the scene and investigated the discovery.
