BEIJING, April 21 (Xinhua) -- Yu Zaiqing, vice president of the Chinese Olympic Committee (COC), on Wednesday paid tribute to the late former International Olympic Committee chief Juan Antonio Samaranch, naming him "an old friend of the Chinese people."Yu said in a statement, "Samaranch is an old friend of the Chinese people. He had always hoped that China could host an Olympic Games. And his wish was finally realized in 2008. The Chinese people thank him."Yu, who is also an International Olympic Committee vice president, added, "We want to express our deep condolences to the death of Mr. Samaranch. He has made tremendous contributions to the Olympic movement."He Zhenliang, the Honorary President of the COC and one of China's most famous sports figure, was deeply saddened by the death of Samaranch, whom he worked with for 20 years since he was elected to the IOC in 1981."The Olympic Movement lost a great leader, China lost a close friend and I lost a very close friend and an old brother," said the 80-year-old He.It was during Samaranch's reign that China returned to the Olympics in 1984 after a 32-year absence. And awarding the 2008 Olympics to Beijing was widely regarded as one of Samaranch's final legacies at the end of his Olympic reign in 2001."Samaranch has made great efforts to help China regain the positions in IOC and other international sports organizations. He also made great efforts to support China to have a bigger say in the international sports arena," He said."We can never forget President Samaranch's help in Beijing's successful bid and the exceptional success of the 2008 Olympic Games. When the preparations for the Beijing Olympics was disturbed by some political factors, he always firmly stood behind us," He told Xinhua in a telephone interview.Samaranch died in a hospital in Barcelona on Wednesday at 89. He was IOC chief between 1980-2001.One of his last public appearances was on March 4 this year when was awarded Hispano-Chinese Foundation prize for his time as President of the Hispano-Chinese Forum, which he had led since November 2001.

PORT-AU-PRINCE, March 27 (Xinhua) -- Edmund Mulet, head of the UN Stabilization Mission in Haiti (MINUSTAH), on Saturday extended his gratitude to the Chinese peacekeepers and riot police in the quake-ravaged country."I am here to show my respect to the Chinese riot police team and our sincere gratitude for your outstanding performance on behalf of the United Nations," said Mulet during an inspection tour of their campsite. He noted the United Nations was satisfied with the high efficiency of the eighth contingent of Chinese riot police, which was sent to Haiti for the second time. Though there have been several rotations, their dedication and commitment to the peacekeeping mission remain unchanged. When they lost eight members in the 7.3-magnitude earthquake, the Chinese squad did everything they can to tackle the challenges and support MINUSTAH's operation. They had won wide acclaim by the local people, he said."I feel gratified to work with such an excellent police team like you," Mulet added.During the inspection, he also watched and spoke highly of the fighting performance of the Chinese police.Mulet is a Guatemalan diplomat and had previously served as the UN Secretary General's Special Representative to Haiti. He succeeded Hedi Annabi as head of the MINUSTAH after Annabi died in the Haiti earthquake.

BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting. At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services, and attend to the needs of vulnerable groups like orphans in the quake zone. The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.

BEIJING, April 28 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday called for greater efforts to fulfill the energy-saving and emission reduction goals set out in the nation's 11th Five Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.Relevant departments must work harder to help enterprises close down old and polluting production facilities, he said at a State Council meeting. The departments must also suspend approval of new projects by enterprises failing to eliminate backward production capacity, he added. He also stressed efforts to curb the expansion of high energy-consuming industry, and emphasized strict control of exports of goods produced in an energy-inefficient way.Wen said energy-saving and emission reduction are priorities for the construction and transportation industries.Public institutions nationwide are expected to lower their energy consumption by 5 percent year on year in 2010, he added.More energy-conservation and emission-reduction publicity campaigns should be organized to promote the development of "green" consumption, he said.
