National walkout protests are planned at schools across the country on Wednesday in support of students affected by the Parkland, Florida school shooting.Students, teachers, parents and others associated with schools are participating to push for legislation that aims to protect public places from gun violence.The walkout is organized by Women's March Youth EMPOWER, and the group is calling for those who support the effort to walk out of schools for 17 minutes at 10 a.m. in each time zone. MSAN DIEGO (KGTV) -- Mayor Kevin Faulconer announced Monday that the city has repaired 655 miles of roads so far, which is ahead of schedule to meet the goal of 1,000 miles of roads by 2020.Averaging more than 300 miles per year puts the city ahead of schedule, even as a small percentage of repairs has required taking the roads down to the dirt.RELATED: San Diego County approves million road resurfacing project“The unprecedented investment we’ve made in road repair is showing results with more smooth streets in our neighborhoods,” Mayor Faulconer said. “There’s still a lot more work that needs to be done, but we’re making significant progress on an issue that is a top concern for so many residents.”Within the first two fiscal years of the pledge, the city fixed 595 miles of roads. MILWAUKEE -- A Milwaukee family is devastated by the sudden loss of a young man. 21-year-old Nasir Matthews collapsed and died Tuesday while playing pick-up basketball. Terrell Matthews was there as his cousin and best friend fell to the ground after a game."The second game ended, he went over to the fan, leaned over for a second and he just went out," Matthews said. "Everything started happening so fast."Matthews said at first, everyone thought he was joking around. "After about 30 seconds they all started to see his eyes were just a blank stare," Matthews said.Matthews called 911 as others tried to revive him with a defibrillator at the school. Despite their efforts, Matthews was pronounced dead a short time later."At this point, we don't know why he fell out," said Matthews' aunt Camille Rose. "He didn't have any known medical condition other than an enlarged heart." Rose said this brings another round of grieving for Matthews' younger siblings who can't seem to catch a break. "The kids were all trying to deal with the loss of their mother, their grandmother and basically their father," Rose said.  Through the tears, Matthews looks back at the memories he shared with his cousin. "He was always happy, even through what he's been through," Matthews said.  The tragedy serves as a painful reminder to never take a loved one for granted, no matter their age. Matthews' family is still waiting on autopsy results to find out exactly why he died.  1522

Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services. Other major cities like New York City and Albuquerque, New Mexico have removed funding from departments or shifted some emergency responsibilities away from armed police officers.Floyd died in May when a Minneapolis police officer kneeled on his neck for nearly nine minutes as they attempted to take him into custody for using counterfeit money to buy cigarettes. Several other officers stood by as Officer Derek Chauvin knelt on Floyd's neck as he struggled to breathe. Chauvin and three other officers face charges in connection to Floyd's death. 2140

NATIONAL CITY (CNS) - Authorities Tuesday released the name of a man being sought on suspicion of fleeing the scene of a four-vehicle crash that killed another driver on Interstate 5 in National City last weekend.The crash on northbound I-5, south of Mile of Cars Way, happened around 4:50 a.m. Saturday, California Highway Patrol Officer Jake Sanchez said.A 2017 Toyota Tacoma pickup was traveling at high speed when the driver veered into the center median to pass a slower vehicle and struck a parked, unoccupied 1996 Nissan 200 coupe, Sanchez said.RELATED: Fatal National City crash shuts down northbound Interstate 5The pickup overturned after hitting the Nissan, which was pushed into the side of a passing vehicle, the officer said. The truck and the Nissan came to a stop blocking several traffic lanes.A 2003 Honda CRV then struck the Toyota, according to the CHP. The SUV's driver, 36-year-old Luis Felipe Marin of San Ysidro, was pronounced dead at the scene.CHP investigators determined that 45-year-old Raul Brown was the last known driver of the Toyota, but attempts to locate him have been unsuccessful, Sanchez said.Anyone with information about Brown's whereabouts was asked to contact CHP Officer Brad Clinkscales at 858-293-6028. 1256
