SAN DIEGO (KGTV) - The coronavirus pandemic has brought the historic Balboa Park Carousel to a halt. Still, it hasn't halted plans to upgrade the 100-year old attraction."We did make lemonade out of lemons here," says John Bolthouse, the Executive Director of the Friends of Balboa Park.The group started a capital campaign fundraiser three years ago, hoping to raise million to overhaul the carousel. When the coronavirus pandemic hit, they saw an opportunity in the closure."We did the best to take advantage of it," Bolthouse says. "People stepped up, and they saw that there was a need and an opportunity to get these things done."A fundraising push brought in 0,000 in 30 days, bringing the total amount raised to .4 million. With the extra cash on hand, the Friends of Balboa Park accelerated the schedule for remaking the ride.They've repainted several of the animals, restoring them to the original design. The group also rewired the entire carousel lighting system. That included changing over every bulb to safer energy-efficient LED bulbs.It also allowed them to bring back some light fixtures that had been removed for safety reasons."100 years ago carousels were burning down due to electrical fires," says Manager Bill Brown. "It's going to be a huge improvement. I think people are going to notice when we reopen."Brown hired a contractor to help with big projects. He also has a team of four people who help work on the carousel every Tuesday.One of the animals that Brown just finished painting is a Golden Retriever, which has a special meaning to one of the donors."We named the dog Goldie George," says Julie Cowan Novak. "Goldie in honor of my three-year-old granddaughter and George in honor of my hundred-year-old uncle."Cowan Novak's family donated ,000 to adopt the animal. She says seeing the work continue has been a silver lining to the Pandemic."I think the carousel is really a balance for what we've all gone through," says Cowan Novak. "It's just sort of a bright light."The Pandemic has also brought some challenges to the ride.The Friends of Balboa Park had to furlough most of their staff from the loss of ride revenue. They've also put bigger plans to revamp the carousel plaza on hold.Bolthouse also says he doesn't know when they'll be able to reopen. Like other theme parks and ride operators, the carousel is still waiting on the state and county to release guidelines for reopening.But, when they get the green light, they plan to have as much of the restoration work as possible finished."We did the best to take advantage of it," Bolthouse says. Her sister is involved in Greek life at SDSU.A moratorium was announced October of 2018, requiring any group of 25 or more students to register and agree to a list of rules.SDSU President Adela de la Torre suspended Interfraternity Council (IFC) activities citing the "severity of the incident" following the alleged fraternity event Wednesday night, a statement from the school read."Given the severity of this incident, and as the safety and wellbeing of students is a primary concern of the university, SDSU President Adela de la Torre has suspended the Interfraternity Council (IFC) and all chapter organizations under the council," an SDSU media relations officer said Friday."I think a lot of people are shocked, I understand why the university is doing it because we have people's kids' health at stake," MacDonald said.The University working to balance social life with safety."I think education and awareness is a huge step. i don't think punishing people and just suspending will do it because they've suspended again and again and this situation keeps happening again and again," MacDonald said."I hope there are measures taken that are intended to protect students but still allow them to be out here you know which is kind of a hard line to walk," Marchant said. 2095

SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. The National Park Service affiliation will help protect the park’s longevity and legacy," said Vargas.Being affiliated with the NPS would allow the park to be eligible for technical or financial aid. SAN DIEGO (KGTV) - The Class of 2019 is graduating to a significantly tougher rental market than graduates from ten years ago. Rent hikes and slow income growth are making it more difficult for new grads to afford rental homes, according to a HotPads report. A typical college graduate in the U.S. spends 45.3 percent of his or her income on the median rent of ,740, up from 40.5 percent for the Class of 2009. The rent burden has grown by 22 percent as early-career median incomes have dropped 14.5 percent, HotPads analysts say. In San Diego, the median rent is more than the entire income for new graduates with degrees including biology and business management, at ,000 per year, and nearly the entire income for those with degrees in psychology, at roughly ,000 per year, HotPads reports. The top-earning degrees nationwide were primarily in engineering fields, with mining and mineral engineers earning a median ,854 after college. “As rent prices and student debts rise, affordability concerns for recent college graduates have garnered attention on the national stage,” said Joshua Clark, economist at HotPads. “Graduating from college still typically pays off in the long run, but slower wage growth for college graduates and rising costs have dampened the immediate financial benefits associated with a four-year degree. As renters consider their career interests and their short-term costs of living, where and how they live post-graduation can have more of an impact on their finances now than ever before." Although an education is a major financial investment, it pays off in San Diego’s tight rental market. Renters without a four-year degree would spend 129.7 percent of the median income on rent.
