BEIJING, Nov. 3 (Xinhua) -- China has revised a regulation to protect patients suffering from work-related diseases by requiring employers to submit information needed for diagnosing workers.The Legislative Affairs Office of the State Council published the draft regulation on Wednesday concerning work-related disease patient diagnosis, which is a revised version of the current one, inviting public submission.According to a statement issued along with the regulation, in determining whether a patient suffers from a work-related disease, information about work-place hazards is needed. The revision has been made to ensure a diagnosis can be performed, even if employers do not provide information or provide falsified information.According to the draft, if employers do not provide information, or patients question the authenticity of such information, patients could apply for arbitration of labor disputes and arbitration authorities should handle the case within 30 days.Further, employers will be held liable if they fail to provide relevant information within the time period designated by the arbitration authority.Public submissions will be accepted until Nov. 19 on the website, www.chinalaw.gov.cn.

SHANGHAI, Oct. 7 (Xinhua) -- The Shanghai municipal government issued new rules Thursday limiting families to one new apartment purchase, as the nation tries to curb property speculation and soaring prices."One family in Shanghai, whether local or immigrant, can only buy one new home, including a second-hand one, for the time being," said a circular released by the municipal government.The new rule came into effect Thursday. The Chinese capital, Beijing, introduced the same measure on April 30.Shanghai authorities also ordered banks to suspend loans for third-home buyers and non-local buyers who could not prove they had paid personal income taxes or made social security contributions in the city for at least one year, the circular said.Local authorities would also start preparing for the introduction of a property tax, it said, without providing further details.A land-appreciation tax of 5 percent on the selling price would also be imposed on property developers if they sold residential buildings at an average price that was more than twice the average price of the previous year in the same area.Shanghai's new rules follow a series of measures announced by the Chinese central government in late September to check soaring property prices.The measures included the suspension of bank loans for third-home purchases in the near future and an adjustment in down payments for all home buyers.All home buyers will have to pay a down payment of at least 30 percent of the purchase price, according to the new rules.Previously, according to rules issued on April 17, only first-time buyers purchasing an apartment covering more than 90-square-meters had to pay a 30 percent down payment.On the same day, sources within several departments of the central government told Xinhua that property tax pilot programs will be stepped up and then extended across the entire country.

BEIJING, Sept. 17 (Xinhua) -- The People's Bank of China (PBOC), or the central bank, announced Friday it would continue the country's moderately easy monetary policy while making it better-targeted and more flexible in the coming months of this year.The PBOC made the announcement in its report on China's financial stability, which was released on the PBOC's website.The PBOC said in the next stage it needs to skillfully handle the relationship between maintaining steady and rapid economic development, restructuring the economy and managing inflation expectations.Chinese banks should continue supporting the country's economic restructuring, guard against risks, change profit structures, and improve the capital replenishing and restriction mechanism, the central bank said in the announcement.The announcement noted that local government debt was rising quickly, corporate liquidity was decreasing with a high current debt ratio, and credit card advances were increasing despite mounting financial assets held by residents and the low debt level.It said the global financial crisis had revealed limitations and gaps in the existing regulatory system. To prevent systemic risks, the central bank would combine macro and micro-prudential supervision in its policy package.

BEIJING, Sept. 25 (Xinhua) -- The Chinese trawler captain Zhan Qixiong arrived safely in Fuzhou, capital of southeast China's Fujian Province early Saturday morning by a chartered plane after he was illegally detained by Japan.Crowds gathered at the captain's home in Gangfu Village, Jinjiang City of Fujian Province while the his wife and son left for Fuzhou, the provincial capital for family reunion."I was so happy when I was told that my brother would soon return," said Zhan Yuehong, a sister of the captain. "After all these sleepless nights, I can finally have a good rest now."The sister said she is preparing a bowl of noodles with eggs for her brother, a local tradition to keep off bad spirits when a family member returns from an ordeal.Chinese Foreign Ministry said in a statement after the captain's return that the Chinese government expressed "strong protest" against Japan, whose detention, investigation or any form of judiciary measures for the Chinese trawler and fishermen are unlawful and invalid.China asked the Japanese side to make apology and compensation for the incident, the statement said. It also said the two sides should resolve the problems of Sino-Japanese relationship through dialogue and consultation.On Sept. 7, two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands. On the following day, the Japan Coast Guard illegally seized the Chinese trawler and detained the trawler's captain and 14 fishermen on board, drawing strong protests from the Chinese government and people.The Japanese side freed the 14 fishermen and the boat on Sept. 15, but continued to hold the captain. A Japanese court announced on Sept. 19 the trawler captain's detention would be extended by another 10 days.China has repeatedly urged Japan to unconditionally release the Chinese captain to avoid further damaging bilateral ties, warning "strong counter measures" if Japan failed to do so.China has already halted bilateral exchanges at and above the provincial and ministerial levels. Maps printed in Japan in 1783 and 1785 that marked out the boundary of the Ryukyu Kingdom show that the Diaoyu Islands belong to China.
