SAN DIEGO (KGTV) -- National City police are searching for the driver linked to a hit-and-run crash that killed a skateboarder earlier this month.Police said on July 10, at around 12:30 a.m., 28-year-old Victor Ernest Morales was riding his skateboard northbound on the street in the 500 block of Palm Avenue when he was struck from behind by an unknown vehicle at a high rate of speed.The vehicle sped away, leaving Morales on the road, police said. He suffered major injuries and later died.According to police, Morales’ girlfriend and a friend were with him at the time of the incident.The vehicle in the case is believed to be a silver-colored, 4-door, 1999-2002 Toyota Echo. Police said the vehicle likely has damage to the front driver’s side, as well as damage to the driver’s side headlight and windshield.A surveillance camera captured a photo of the vehicle believed to be involved in the collision, and police are asking any businesses in the area that may have video of the vehicle before or after the crash to contact them.Investigators are also asking vehicle repair shops to be on the lookout for the vehicle due to its damage from the crash.Anyone with information on the case is urged to contact the National City Police Department’s Investigations Unit at 619-336-4474 or Crime Stoppers at 888-580-8477.A reward of up to ,000 is being offered to anyone with information that leads to an arrest in the case. 1434

SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson.The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while. SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. SAN DIEGO (KGTV) - Poway residents are once again voicing displeasure with the owner of the now-closed Stoneridge Country Club. Thursday, crews from Big Trees Nursery began removing dozens of trees from the property."I couldn't believe it," neighbor Brian Edmonston told 10News. "I thought it was outrageous and it was a cruel thing to do."In 2017, owner Michael Schlesinger backed a ballot measure which would have allowed him to build more than 100 condos on the land.  The day after Poway voters rejected the plan, Schlesinger closed the club.Poway City Councilmember Barry Leonard told 10News that because the land is private property and the trees being removed are not "native trees", Schlesinger is within his rights to remove and sell the trees.Leonard also said that because Schlesinger terminated water service to the property, he would rather see the trees removed than die. 908
