SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. SAN DIEGO (KGTV) - San Diego Police identified Tuesday the officer involved in a shooting in Little Italy Saturday.Several witnesses flagged down a patrol car driving at 1300 India Street about 6:45 p.m. to let the officer know about a man who was not wearing a shirt and acting belligerently.The SDPD report indicated Officer Anthony Bueno found the man, Brent Zadina, on the hood of a car, yelling at the driver.RELATED: Officer Bueno has history of conflictsZadina appeared to be drunk or under the influence of drugs, police said.Officer Bueno tried to arrest Zadina but he resisted and the officer used his taser, according to the report. Zadina continued to struggle and the officer feared for his life, said the SDPD.Officer Bueno fired one round but missed Zadina.
