China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years.The official's words echoed what the Chinese President Hu Jintao said on August 31. The president delivered a speech to more than 100 model teachers from all over the country, marking China's 23rd Teachers' Day which falls on September 10.President Hu stressed that education should be developed in priority to help train more professional and skilled people for the building of a well-off society in an all-round way and propelling of socialist modernization, and vows to support the development of education with more fiscal input.Statistics with the Ministry of Finance said that China's fiscal budget on education in 2007 reached 646.1 billion yuan (US billion), 105.3 billion yuan (US.9 billion) more than that of the previous year, up 19.5 percent year-on-year, higher than the 15.7 percent growth rate of national fiscal budget.In the first half of 2007, China's input into education within the budget has increased over 30 percent in comparison with the same period of last year, according to the ministry.The ministry said China is improving its national input mechanism on education, with the input kept increasing in the past years.During the tenth five-year plan period between 2001 and 2005, China's input on education within the budget totaled 1.5 trillion yuan (US0.4 billion), increasing 1.22 times that of the input during the ninth five-year plan between 1996 and 2000, realizing an annual increase of 17.63 percent.According to the ministry, this year, the increased government input into education will be used in four aspects, namely the rural education, subsidy to poor students, high-schools and colleges, and vocational education.On the basis that the country exempted students in rural areas of western and middle China from tuition and miscellaneous fees related to nine-year compulsory education last year, the same has been applied to the total of 150 million rural students of the whole country this year.The ministry said that in the coming years by 2010, the newly added input from both the central and local governments used on reforming the rural education input mechanism will reached 218.2 billion yuan (US.9 billion), including 125.4 billion yuan (US.6 billion) from the central government.The government also started to improve its subsidy system since the fall semester this year, a move to improve education equality. The system will benefit about four million students from the 1,800 high-schools and about 16 million students from 15,000 vocational schools.To buildup the five-class subsidy framework, the government will input 15.4 billion yuan during this fall semester, with the input to be doubled to 30.8 billion yuan next year. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future.In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools.To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. The fund will be used to set up more training bases for the vocational schools and further improve teaching quality of those schools.

The growth of China's emerging tattoo culture was evident by the more than 2,000 visitors who attended Saturday's opening of the country's largest tattoo gathering, Tattoo Show Convention 2007, which ends today. Attracting more than 100 artists from all over China and the world, the show at the Sanshang Art Beijing Gallery was intended as a platform for interaction among Chinese from around the country, their international counterparts and the public. "We hope to give them a platform so they can learn from each other," said Xiao Long, who founded the non-profit convention in 2001. Tattooed Chinese photographed each other's ink, while artists displayed their works and even tattooed visitors at their booths. German artist Frank Kassebaum, of Bremen, said he was surprised by what he saw. "Before I came here, I thought that China wasn't so far along in its tattoo culture, but from what I see here, I really think that, in 10 years, they'll be better than the United States, Japan and Europe," he said. "The boom in Japan was 10 years ago; now, the boom is here." Co-organizer Chris Wroblewski, of New York City, said one of the major purposes of the show was to educate Chinese to be prudent about getting tattoos. He said that during China's "Tattoo Renaissance", many shops were opening up, offering "mass production stuff" drawn by "artists who learned in two weeks and are just plowing needles into skin". He explained that as tattooing developed in China, there would be a proliferation of both "high art and low art". BEIJING, March 24 (Xinhua) -- Chinese commercial banks will be allowed to trade gold futures in the domestic market, according to a notice released on the regulator's official website here on Monday. China gold futures trading was launched in January, but domestic banks were barred from trading by the China Banking Regulatory Commission. According to the notice, domestic banks that meet certain requirements, such as having capital adequacy ratio of more than 8percent, can apply for a trading permit. "That's great news for the gold futures market, which is not operating that well," said Hu Yuyue, an expert with Beijing Technology and Business University. "Commercial banks can provide more liquidity and stability to the market, after all, they hold huge capital," said Hu. "Gold futures trading can also help domestic banks to improve competitiveness against overseas banks as financial derivatives are supposed to be the largest revenue sources for leading banks," he said. Non-interest income usually accounts for at least 50 percent of bank revenues in developed countries and the proportion can reach 80 percent for some banks. However, Chinese banks depend heavily on the margins between deposits and loans.

"This trip is part of an ongoing process to strengthen our strategic economic relationship - to address long-term issues such as working with China to rebalance its growth and increase the flexibility of its currency and also to address short-term issues as they arise," Paulson said Tuesday in announcing the trip. Paulson will begin the trip with a visit July 30 to Qinghai Lake, the largest lake in the country and an example of some of the environmental challenges facing China as it struggles to deal with pollution. "The only way to make progress on climate change is to engage all the large economies, developed and developing, to work toward embracing cleaner technology and reducing emissions," Paulson said. "What's happening with the environment in the middle of China not only affects the local climate and economy but also the global climate and economy." Paulson will meet on July 31 in Beijing with Hu and Vice Premier Wu Yi, who is leading the Chinese side in the strategic dialogue talks. The administration is coming under pressure from Congress to show results from these discussions, particularly in the area of currency values. American manufacturers contend that the yuan is undervalued by as much as 40 percent, which makes Chinese products cheaper for US consumers but makes it more difficult for US products to be sold in China. The first strategic dialogue session was held in Beijing last December with a follow-up meeting in Washington in May. The two countries have pledged to meet twice a year with the next session to take place in China later this year. An exact date has not yet been announced. The Treasury Department said in a statement announcing the trip that Paulson in his meetings with Chinese leaders would raise issues of concern to Congress as well as follow up on issues that were identified as priority items at the May meeting of the strategic dialogue. US lawmakers have grown increasingly unhappy as America's trade deficit with China has soared, hitting 3 billion last year, the largest ever recorded with a single country and one-third of the US total deficit with the rest of the world. Various bills have been introduced that would require the administration to take a harder line on the currency issue including pursuing economic sanctions if China does not move more quickly to allow its currency to rise in value against the dollar. China has reiterated that it does not manipulate its currency and the currency reforms are moving as quickly as the developing economy and financial system will allow.
The four-day Beijing air quality exercise held earlier in the month was met with mixed reaction.Diverse opinions were expressed by private car owners and public transport users.During the four days, cars bearing odd and even license plates were allowed on the roads on alternate days to see what effect this would have on the reduction of air pollution.According to a survey by Beijing Youth Daily, 61.9 percent of car owners opposed the practice in a long run while 78.2 percent of public transport users lauded it. The survey covered 3,000 residents.On the positive side, the exercise between August 17 and 20, showed a reduction in haze and smoother traffic flow.On the negative side, it has sparked further debate on the number of vehicles in the capital. About 1,000 new cars are registered every day in the city.Car owners argued that smoother traffic comes at the expense of individuals' convenience."Does being a car owner mean you have limited rights? That would be cruel and inhuman," Wang Hongsheng, head of the Volkswagen Polo club in Beijing, said.Fifty-seven percent of car owners shared his opinion.Among non-drivers, 21.9 percent did not think the even-odd plate exercise was a reasonable, scientific way to gauge air quality."It is an arbitrary way of stripping car owners of their rights. They pay for the convenience," a respondent said.Apart from the purchase price, the cost of owning a car in Beijing ranges from 10,000 yuan to 30,000 yuan (,300 to ,900) a year, he said.The survey also showed 36 percent of car owners were in favor of "public transport if managed well"."People are fed up with the poor condition of buses, and the metro where people are packed like sardines," another said.On options to improve traffic conditions, 49.9 percent said efficiency and lowering public transport fares should top the government's agenda instead of restricting car-ownership.Twenty-six percent of respondents said more roads and bridges should be built to reduce congestion, 14.5 percent were in favor of more flexible parking fees in relation to localities, and 9.5 percent said the use of bicycles, and walking should be promoted.
