SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) - A San Diego man building his travel brand on Instagram said hackers tried to take it all away.Claudio Copiano Jr. runs the account @globalvagabonds. He posts pictures from his travels all around the world and advises people on how to travel on a budget. He’s traveled around the United States and about 30 other countries so far. Copiano has received partnerships with two countries to post about his travels. Eventually, he hopes to build it into a full-time income.“I want to show everybody what I do,” he said. Recently, Copiano received a notification from Instagram saying his email had been changed. “I clicked on ‘forgot my password,’ even though I know my password,” Copiano said.He still could not log in and started to panic. Then, he started to receive emails from someone who said he had hacked the account. The hacker demanded 0 in Bitcoin for the return of the account. Copiano said he sent dozens of emails to Instagram with no luck. “I got an email the first time from them saying that my account had been deleted and there was nothing that they could do,” Copiano said.Fortunately, he was able to figure out the new name of his account and determined it was still active. He said Instagram sent security codes to access his account but it was sent to the hacker’s email.Copiano is still not sure how he got his account back, but said after dozens of attempts, the security code was sent to his phone and he was able to access his account. He immediately changed his password and emphasized he did not pay the ransom. “You should never send money to a hacker because he’s not going to give you your account back,” Copiano said.Security expert Ted Harrington, executive partner with Independent Security Evaluators, agrees. “The reason you don’t pay the ransom is that [it] just further incentivizes other bad guys to keep doing this,” Harrington said. He also encourages people to contact the FBI if they believe they are a victim of a crime to file a report. Harrington also said two-factor authentication is vital to keeping an account safe. It is something Copiano did not have at the time, but added it right after he got his account back. “Two-factor authentication is essentially an additional way to verify who you are,” Harrington said. “Two-factor authentication is one of the most impactful security features that exist today.” A spokesperson with Instagram said they recently launched a new in-app experience making it easier for people to sign in and reclaim an account if it has been hacked. They sent the following information to Team 10:There are two ways to access this experience: 1) if we detect you are having trouble logging in (for e.g. if you repeatedly enter an incorrect password), or 2) by clicking “Need more help” on the login page.The experience will ask you to enter different types of information specific to your account, for example, the email address or phone number associated with your account, or the email or phone number you used when you signed up to Instagram.From there, we will send a 6 digit code to the contact information you select, which will allow you to regain access to your account. When you re-gain access to your account, we will take additional measures to ensure a hacker cannot use codes sent to your email address of phone number to access your account from a different device.This experience allows you to recover your account even if the account information has been changed by a hacker e.g. if the username and associated contact information is changed.The Instagram spokesperson also said if someone gains access through a compromised email account, people can follow steps detailed on the Help Center. 3709

SAN DIEGO (KGTV) - A local brewery's decision to use compostable can holders is the latest example of San Diego companies deciding to go green.Pure Project Brewery made the change last month, giving its customers an easier way to take home 4-packs of beer while still being environmentally friendly."You have to make that decision; do I wanna do the right thing, or do I wanna do the cheap thing," says Pure Project Co-Founder Mat Robar. He says every decision his company makes takes the environmental impact into account."It costs us a good amount of money to brew beer with organic and local ingredients, and sometimes it takes a little longer. Ultimately it's the right thing to do," says Robar.The new can holders are made of recycled grain, leftover from the brewing process. They biodegrade in 200 days. And, if they wind up in the ocean by accident, they're safe for animals to eat.Pure is one of the hundreds of San Diego companies emphasizing the planet over profits.Right now, the San Diego Green Business Network lists more than 200 local companies as members.Experts say it can help build a brand, attract a loyal customer base, and also help make money in the long run."The efficiencies of going green has significant business implications," says Heather Honea, the Chair of the Marketing Department at SDSU's Fowler College of Business."If you're trying to build a brand that's meaningful for consumers, you have to speak to the things they care about. Your brand has to be associated with the things they care about," says Honea.In California, that includes environmental impact."If I'm deciding between product a and product b, I'm choosing the product that not only delivers a certain set of quality attributes but also is going to have the impact on my local community or local environment that I think is acceptable," she says.Honea also says that investments in green technology and business practices may cost a lot of money upfront, but they tend to pay themselves off in the long run. SAN DIEGO (KGTV) - A San Diego dentist is giving parents a new tool to win the battle over brushing.Dr. Kami Hoss recently released a singing toothbrush that pairs with augmented reality technology."We gotta come up with brushes that are really fun and educate in a fun way," says Dr. Hoss.The brush plays a song for two minutes, which is the amount of time dentists recommend for brushing teeth. While the song plays, kids can use an app to watch augmented reality characters come to life on their phones.The characters "pop out" of a sticker placed on the bathroom mirror and teach kids how to brush properly. Hoss says this is the first toothbrush to use AR."It's Pixar quality," says Dr. Hoss of the animation. "We spent years developing this to make sure it's beautiful."According to the CDC, around 20% of kindergarteners have some form of tooth decay. Studies show that children brush their teeth 73% longer when listening to music. The toothbrush also helps people know when it's time to buy a new one. If someone uses it to brush twice a day, the battery will die after three months. SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269
