(KGTV) -- With federal unemployment benefits set to expire July 31, state lawmakers are proposing a plan that would provide some financial relief for jobless Californians.Congress has until Friday to extend the CARES Act, which provides an extra 0 in unemployment benefits to Americans out of work due to the coronavirus pandemic.Proposals have been laid out in Congress to either extend the current federal benefits or extend them with a reduction of the 0-per-week amount, but no agreement appears to be close as the deadline approaches.With time running out, California lawmakers are considering their own plan if a federal one does not materialize.Several state Democrats have proposed a 0 billion stimulus plan that would provide extra cash for California’s unemployed should the federal benefit expire.In a news release from state Sen. Jim Beall’s office, the proposed state plan “aims to raise 0 billion through a new tax voucher program and the acceleration of other existing revenue streams. The money would be used to boost the economy and protect jobs, small businesses, and working families.”According to the state's Employment Development Department, .1 billion in unemployment benefits have been paid to out-of-work Californians since March.The EDD also said 9.3 million unemployment claims have been processed during the pandemic. 1368

(KGTV) - While support for medical marijuana is speeding up on a state level and in nationwide opinion polls, federal advancement is slowing due to research and approval gridlock. There’s no denying the popularity of marijuana in the United States, with THC and cannabis products approved for medical use in 33 states. Recreational use is supported in 11 states, including California. The election results are echoed in a 2016 Quinnipiac University poll which showed 81 percent of Americans support medical marijuana legalization. California's support of medical marijuana started more than two decades ago when voters passed Proposition 215, the “Compassionate Use Act of 1996.” Laws calling for regulation of medical marijuana were passed in 2015 and 2016, with recreational marijuana becoming legal in 2018. While voters increasingly approve marijuana legalization in various states across the country, the federal government has been slower to grant permission for use. Almost 50 years later, the Federal Drug Administration has not approved marketing cannabis for the treatment of any condition. However, four cannabis derived or related products have been approved for use with a prescription from a licensed healthcare provider. Epidiolex contains a purified form of CBD for treating seizures associated with Lennox-Gastaut or Dravet syndrome in patients as young as 2 years old, according to the FDA. Also approved by the agency are Marinol and Syndros, used for treating weight loss in AIDS patients. RELATED: Judge: California child can take cannabis drug to school In order to approve drugs, the FDA relies on applicants and scientific investigators to conduct research. “The FDA is aware that several states have either passed laws that remove state restrictions on the medical use of cannabis and its derivatives or are considering doing so. It is important to conduct medical research into the safety and effectiveness of cannabis products through adequate and well-controlled clinical trials,” FDA officials report. The agency said it supports medical marijuana research by providing information about the process to conduct the research and requirements needed to develop a cannabis-derived drug, supporting developers through meetings and regular interactions, and providing general support. A 16-year-old Indiana high school football player confessed to fatally stabbing a pregnant schoolmate after she waited too long to tell him about the pregnancy to get an abortion, according to court papers.Aaron Trejo, a member of the Mishawaka High School football team, was charged Monday with murder and feticide in the death of Breana Rouhselang on Saturday. The 17-year-old junior and cheerleader at the school east of South Bend was six months pregnant, her mother told police, according to an affidavit. An autopsy confirmed the pregnancy.Trejo told authorities he was aware of Breana's pregnancy and that he was alleged to be the father, the affidavit said, but he said neither wanted to have the baby. He said the two fought about the child before he stabbed Breana in the heart with a knife on Saturday, according to the affidavit. He then put a black plastic bag over her, put her body in a dumpster, and threw her phone and the knife in a river, court papers said."I took action ... I took her life," he said, when asked by authorities what he did when he learned she had waited too long to get an abortion by the time she told him of the pregnancy, according to the affidavit.Trejo told authorities "he had been planning and thinking about killing Breana and the baby for about a week and had not told anybody," according to the affidavit.An autopsy revealed that Breana died from multiple stab wounds and was choked with her scarf, the affidavit said.Trejo, who is being held without bond, is scheduled to be arraigned on Tuesday. CNN was unable to reach the Trejo family on Monday. It wasn't immediately clear if he had an attorney.St. Joseph County Metro Homicide Unit Assistant Commander Lt. Alex Arendt told reporters that the Rouhselang family had contacted the Mishawaka Police Department about 4:30 a.m. Sunday to report her missing after last seeing her at home around midnight."Upon their arrival and a search of the area they found evidence of a possible violent crime," Arendt said.Police later found her body in a dumpster behind a business, Arendt said. A black plastic bag had been placed over her head and upper torso, according to court papers.Trejo initially told police he contacted Breana for the first time in months to see how she was coping with the pregnancy. She had agreed to meet him, but he told police she wasn't at home when he went there, according to the affidavit.In his confession, he told authorities he decided to use a knife, which he brought from his home, "because he thought it would kill Breana quickly," according to court papers. 2593

  

A 50-year-old woman sabotaged Australian supermarket strawberries with sewing needles in an alleged act of workplace revenge, prosecutors told a Brisbane court Monday.My Ut Trinh has been charged with seven counts of contamination of goods and faces up to 10 years in jail if convicted.Trinh's arrest Sunday followed at least 100 reported cases of sewing needles or pins found in strawberries across the country earlier this year, sparking nationwide panic. Metal was also found in a banana, an apple and a mango, which the government believed to be isolated "copycat" cases or hoaxes.Trinh is reportedly a former supervisor at the Berrylicious and Berry Obsession farm in Wamuran, north of Brisbane. Police will allege she felt mistreated by colleagues and had spoken to coworkers about taking revenge, according to CNN affiliate Nine News.The Queensland Strawberry Growers Association (QSGA) has welcomed Trinh's arrest, but called for copycat offenders to also face charges. The case against Trinh only relates to six or seven punnets of strawberries."It was a crisis driven by social media and the only real victims were the strawberry growers, and to some extent other Australian fruit growers and exporters," the association said in a statement.Queensland Police said it had conducted a "complex" national investigation "with multiple government, law enforcement and intelligence agencies" in order to zone in on Trinh.Trinh was not granted bail. (KGTV) -- The California Department of Education on Monday released guidance for the safe reopening of all state schools.State Superintendent of Public Instruction Tony Thurmond and other CDE leaders unveiled a guidance document that will serve as a road map of recommendations for schools as they work with local public health officials on steps to reopen.All schools in the state closed in March due to stay-at-home orders protecting against the spread of COVID-19. Reopening dates have not yet been set.The document addresses topics such as face coverings, physical distancing, symptom screenings and distance learning.Some of the suggestions include:Students should use cloth face coverings, especially in circumstances when physical distancing cannot be maintained. Face coverings should be worn while waiting to enter the school campus; while on school grounds (except when eating or drinking); while leaving school; while on a school bus.In classrooms, desks are to be a minimum of 6 feet apart and desks should be arranged in a way that minimizes face-to-face contact.All staff should wear face coverings. Teachers could use face shields, which enable students to see their faces and to avoid potential barriers to phonological instruction.The CDE also laid out suggested scheduling models, including:Two-day rotation: Students report to school on two designated days based on grade level for in-person instruction.Alternate week rotation: Half of the student population attends in-person learning opportunities four full days per week while the other half is engaged in distance learning opportunities.Looping structure: Students and teachers will remain together for multiple grade levels (TK-8).Staggered scheduling: Start and dismissal times would be staggered based on grade level.Click here to view the department's full guidelinesThurmond said, “We have to prepare for the likelihood that we will have to return to distance learning.”Jean Marie Arce, whose son will be a sophomore at Hilltop High School in Chula Vista, told 10News she is concerned for working and single parents when it comes to dealing with in-class learning versus distance learning for their children.“It’s so much easier for him just to be in school than trying to do the online thing,” Arce said.Arce also had concerns on how physical distancing would work once students are allowed to return to campus.“These classrooms are 20-plus kids. How are you going to get these classrooms to fill 20-plus kids at a six-food distance?” Arce wondered.Each school district will be responsible for how to reopen schools, and state officials hope the guidelines will help districts determine their own approach to reopening.“Right now is a critical time for school districts to really begin to analyze their campus, footprints of their campus, and to make determinations about how many students can be safely taught in an in-campus and in-class instruction way,” Thurmond said.“A lot of planning is going to have to take place in order for this to happen, and I think if they’re going to do this, they need to start now if they want to open up in the fall,” Arce said. 3151
