BEIJING, Jan. 4 (Xinhua) -- China's Vice Premier Zhang Dejiang Tuesday urged the nation's railway departments to step up efforts to promote safe railway transport and build quality railway projects to better serve social-economic development.Further, priority should be placed on ensuring the safety of the country's high-speed railway in the next five years, Zhang told a national railway conference.Zhang urged railway departments to accelerate construction of the major projects while strengthening quality management and control.He also ordered authorities to make more efforts to improve technological innovation, while sharpen the international competitiveness of railway technologies and products.Chinese Vice Premier Zhang Dejiang (C) speaks at a national railway conference in Beijing, capital of China, Jan. 4, 2011. In 2010, 1.68 billion passenger journeys were conducted through the nation's railways, up 9.9 percent year on year, according to data from the Ministry of Railways.The total length of the country's railways had reached 91,000 km by 2010, and the railways would reach 120,000 km in five years, according to Chinese Railways Minister Liu Zhijun.

PORT LOUIS, Jan. 8 (Xinhua) -- China has signed an economic and trade cooperation accord with Mauritius worth about 9 million U.S. dollars, including 6 million dollars grant and 3 million dollars interest-free loan.The accord was signed on Friday and the signing ceremony was attended by visiting Chinese Vice Premier Hui Liangyu and Mauritius Vice Prime Minister and Minister of Finance and Economic Development Pravind Kumar Jugnauth.According to the accord, the grant and loan will fund projects agreed on by the two governments in the future.Hui and Jugnauth also agreed on boosting cooperation in science and culture and implementing the programs of the accord signed by the two sides.Visiting Chinese Vice Premier Hui Liangyu (Central L) meets with Mauritius Vice Prime Minister and Minister of Finance and Economic Development Pravind Kumar Jugnauth (Central R) in Port Louis, Mauritius, Jan. 7, 2011.Hui also met Mauritius Prime Minister Navinchandra Ramgoolam in the capital of Port Louis on Friday when he started a three-day official visit to Mauritius.During the meeting, Hui commended the bilateral cooperation since the two countries established diplomatic ties in 1972 and the promising trend to further strengthen the ties in cultural exchange, education and tourism.He thanked the Mauritius government for its support on issues concerning the core interests of China.Hui noted that the two countries should keep pushing for extensive cooperation and high level exchange of visits, continue to building political trust between the two governments and implement the measures in the framework of China-Africa Cooperation Forum.Ramgoolam also spoke highly of the fruitful cooperation between the two countries and thanked China for the assistance in improving the country's infrastructure including a new international airport which is under construction.Hui held talks with Mauritius opposition leader Paul Berenger on Saturday afternoon before he wraps up his visit to Mauritius, the first leg of his five-African country tour which will also take him to Zambia, the Democratic Republic of Congo, Cameroon and Senegal.

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.

  

BEIJING, Dec. 15 (Xinhua) -- Chinese Premier Wen Jiabao left here Wednesday morning for official visits to India and Pakistan.Wen is traveling to the two countries at the invitation of Indian Prime Minister Manmohan Singh and Pakistani Prime Minister Yousuf Raza Gilani.Wen's entourage includes Chinese Foreign Minister Yang Jiechi, China's Minister of Communications Li Shenglin, China's Minister of Culture Cai Wu, Director of the Research Office of the State Council Xie Fuzhan, Vice Minister of the National Development and Reform Commission Zhu Zhixin, Vice Minister of China's Ministry of Commerce (MOC) and the MOC International Trade Representative Gao Hucheng, Vice Secretary-General of the State Council and Director of the Premier's Office Qiu Xiaoxiong and Chinese Assistant Foreign Minister Hu Zhengyue.

  

SEOUL, Nov. 11 (Xinhua) -- Chinese President Hu Jintao held bilateral talks on Thursday with the presidents of South Korea, the United States and Russia, respectively, to discuss bilateral relations as well as regional and international issues including global economic recovery.The meetings took place after Hu arrived in Seoul earlier in the day for the summit of Group of 20 (G20) major economies in Seoul.RELATIONS WITH SOUTH KOREAWelcoming President Hu, South Korean President Lee Myung-bak said he believed China would play an important role in promoting international economic cooperation within the G-20 framework.The two presidents reached a consensus on further strengthening the bilateral relations and on how to successfully hold the G-20 summit.The healthy and stable development of China's economy is very important to the development of Asia and also to the recovery of the world's economy, Lee said.The South Korean president also voiced hopes for the two countries to strengthen their exchange activities with an aim to increase mutual trust and further develop their bilateral strategic partnership.Hu said the Seoul G-20 summit is the first to be held in an Asian country and also in an emerging market economy.Hu stressed that China and South Korea are important neighbors and partners and that China is willing to work with South Korea to advance the bilateral strategic partnership into a comprehensive one.Hu said China has always supported the improvement of relations between the Democratic People's Republic of Korea and South Korea."China is willing to play a constructive role in this regard," he said.Lee expressed his appreciation for China's efforts in maintaining peace and stability on the Korean Penisula.
