SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer has directed city staff to reinstate San Diego Fire-Rescue Department’s Girls Empowerment Camp that was abruptly canceled last week.The event was canceled one day after attorney Al Reva sent a letter to the city’s attorney and organizers of the event.The letter claims that Reva’s client Rich Allison was “deterred and prevented from timely enrolling his son in this camp because boys were not invited to attend, based solely on their sex.”RELATED: Girls empowerment camp rescheduled after abrupt cancellation?Families who previously registered for the canceled camp will have first choice of which of the two weekends the camp is being offered they would like to participate in.“Our firefighters, staff and volunteers put their hearts and souls into this event,” said Fire Chief Brian Fennessy. “We are committed to moving forward with this excellent opportunity for young people. Last year, we heard that the Girls Empowerment Camp was a priceless experience for the campers. We want the same for our 2018 participants.”The Girls Empowerment Camp is a free two-day camp for youth ages 14-18 “regardless of age or gender.”The camp introduces participants to career opportunities in firefighting and encourages them to consider public safety as a career option.“We made a commitment to hundreds of kids and their families and we are going to stand by that,” Mayor Faulconer said. “This is an important camp that teaches kids what it’s like to be a firefighter and exposes many of them to a career opportunity they may not have considered previously. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. Why would you oppose simple equality?"The bill changes antiquated language that protects a man in a relationship with an underage woman, extending it to members of the LGBTQ community.The bill goes into effect on January 1, 2021. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. Malcolm went to work that day to carry out his duty as a correctional officer an he became a victim but his strength and courage allowed him to come home a hero," said Armstrong, choking back tears.Corrections officials say the four inmates could face attempted murder charges.Gofundme campaigns have been set up for both Milan and Billingsley to help with expenses. 2147
