SAN DIEGO (KGTV) - Padres fans who haven't been to East Village since last baseball season might be surprised by some changes.Several businesses, including the Tilted Kilt, have gone out of business.New ones have stepped up to the plate and hope to become neighborhood staples.MG Beyer Seafood by the Park opened three months ago at 317 Tenth Ave.Owner Jorge Fuentes has successfully run the business out of a food truck for 14 years. The location on Tenth Ave. is their first storefront. Among customer favorites are the award-winning tacos and fresh ceviche.Portioned is another new business. Located at 910 J Street, the business specializes in healthy meal prep. They also plan to have a late night lounge serving organic wines, Boochcraft, and local beers. 769

SAN DIEGO (KGTV) -- More than 24,000 people were left without power due to an unplanned outage in San Diego Tuesday afternoon. The power outage was reported around noon and affected 24,067 people throughout San Diego. As of 7 p.m., the San Diego Gas and Electric outage map showed 3,352 customers without power. Neighborhoods affected include: City Heights, Chollas Creek, Oak Park, Kensington, Talmadge, W State College, Rolando, E State College and La Mesa. San Diego Unified said several schools in the Rolando and College areas are without power. SAN DIEGO (KGTV) -- Police are investigating a fatal officer-involved shooting in San Diego's Southcrest neighborhood. The shooting happened on 40th Street near National Avenue around 5:13 p.m., according to Captain Tom Underwood with the San Diego Police Department. In an evening update, Underwood confirmed that the suspect of a machete attack died at the hospital. Wednesday night's events started earlier in the afternoon on Boston Avenue, where police responded to several 911 calls for the machete attack. The suspect, identified Thursday as 48-year-old Vaughn Harrison Denham, wielding the machete is said to have known the man he attacked. 10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. That man was taken to the hospital with non-life-threatening injuries, according to police.Shortly after the machete attack, Denham was pointed out to police by witnesses.Denham had a three to four-foot metal chain in his hands when an officer approached, which he then began to swing at the officer, police said. The officer backed up, according to witnesses, telling Denham to drop the chain. When he failed to comply the officer used a taser, but it was ineffective and Denham continued to approach. At this point the officer fired his weapon at Denham, hitting him at least once. "The suspect then fought police, who tried to take him into custody," Underwood said. "He was ultimately taken into custody (and) immediately transported to the hospital, where unfortunately he did not survive his wounds and was pronounced dead at the hospital."Those who know Denham told 10News he is usually a nice person, but he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain.This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez.But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez.He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs.This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash.She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll.In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. They're trying to confirm how much of the benefits - including retirement benefits - are also reimbursed by the school.The school district is set to end the on-loan program in July 2021. 2086

  

SAN DIEGO (KGTV) -- Police arrested a man Monday suspected of hitting a good Samaritan with his car at Ocean Beach in April before leaving the scene.According to police, Jaron Hillyer, 27, was arrested for felony hit-and-run, driving with a suspended license and no valid insurance.Police say Hillyer struck Julio Vazquez on the 2900 block of Sunset Cliffs Boulevard April 9 after Vazquez pulled over to help a couple stranded in their broken-down vehicle.RELATED: Good Samaritan recovering after hit and run accident in Ocean Beach  Following the crash, Vazquez was hospitalized with a broken leg and bruised lung.After police released a description of Hillyer’s vehicle, police were able to identify and arrest the suspect.Anyone with information is asked to call the San Diego Police Department at 619-531-2000 or Crime Stoppers at 888-580-8477.RELATED: Man helping stranded couple on Ocean Beach road struck by vehicle   942
