The largest teachers union in Pennsylvania is demanding that school districts in nearly two dozen counties with the worst coronavirus outbreaks have students temporarily learn from home.State officials recommend virtual instruction in counties with a “substantial” level of community transmission. There are 23 such counties at present. But some Pennsylvania districts have gone their own way, offering classroom instruction or using a hybrid model in which students go to school part-time and learn from home part-time.With winter about to set in, the Pennsylvania State Education Association said Wednesday it’s time for schools to heed public health advice on remote instruction. In a letter, the union said, “It is absolutely unacceptable for any school district to disregard the advice of medical professionals and scientists during a pandemic and put the safety of students, staff, and their families at risk.” 922

The National Rifle Association insisted it did not use foreign funds for election-related purposes, even as the group acknowledged it accepts money from foreign donors, new letters from the group show. The NRA has faced a swirl of questions about whether foreign money could have been funneled through the group and used to boost the Trump campaign. The scrutiny has largely focused on the role of Alexander Torshin, a prominent Russian banker who is close to Putin and has spent years cultivating a relationship with the upper ranks of the NRA.The NRA went all in for Trump in 2016, spending more than million to back his candidacy. That's more than the NRA spent on all of its races combined -- presidential, House and Senate -- in the 2008 and 2012 election cycles, according to the Center for Responsive Politics. There were a number of reports about efforts on Torshin's behalf to connect with Trump's team in 2016, in some instances via the NRA. McClatchy also reported in January that the FBI was investigating whether Torshin used the NRA to illegally provide funds to boost Trump. The NRA has denied any contact from the FBI, but Oregon Sen. Ron Wyden, the top Democrat on the Senate Finance Committee, has been pressing the gun rights group for additional information about its finances."Can you categorically state that your organizations have never, wittingly or unwittingly, received any contributions from individuals or entities acting as conduits for foreign entities or interests?" Wyden asked in a letter in early March. The NRA's secretary and general counsel John Frazer insisted in a mid-March response that the NRA takes pains to ensure money from foreign nationals isn't injected into political spending."While we do receive some contributions from foreign individuals and entities, those contributions are made directly to the NRA for lawful purposes," Frazer wrote. "Our review of our records has found no foreign donations in connection with a United States election, either directly or through a conduit."While it's not illegal for the NRA to accept contributions from foreign donors, the group would run afoul of the law if that money were used for electioneering purposes. The NRA's political action committee, the NRA Political Victory Fund, is required to report its spending to the Federal Election Commission, but the group houses a number of other accounts that aren't bound by such transparency. While their political arm supports candidates and lobbying efforts, the NRA also spends money on other programming, such as security assessments for schools and firearms training for NRA members. In the letter to Wyden, the NRA notes that it's legal for the organization to move money between those accounts in many instances. That makes it all the more difficult to track whether foreign funds could have ultimately been used for a political purpose. In the letter, the NRA's general counsel said from 2015 to 2016 the NRA did not receive any significant contributions from a foreign address or drawn from a foreign financial institution. The NRA did, however, receive donations from US subsidiaries of foreign entities and from US companies with foreign nationals at the helm. "However, none of those entities or individuals is connected with Russia, and none of their contributions were made in connection with US elections," Frazer wrote. The NRA's latest reply, part of an ongoing back-and-forth with Wyden, invited another round of questions from the Senator.Wyden is pressing for additional information about how the NRA spent foreign contributions and whether that money could have been aimed at influencing American audiences. He also requested information on whether any foreign individuals, including Russians, were members of the NRA's elite donor programs. 3833

The Ohio State University announced on Friday that its investigation into coach Urban Meyer's handling of domestic violence allegations involving Meyer's assistant coach Zach Smith will conclude on Sunday, as scheduled. A six-person review board investigating the matter will then draft a report, which will be discussed at a closed-door meeting of the university's board of trustees. Following the meeting, which will likely take place sometime next week, university president Michael Drake could announce possible sanctions. Meyer was placed on paid administrative leave on Aug. 1 after a report published by former ESPN reporter Brett McMurphy claimed Meyer knew that Smith's wife had accused her husband of assaulting her. McMurphy also published photos of the woman which included a number of bruises. Those photos had previously been shared with Meyer's wife Shelley, who is also an employee of Ohio State. On Aug. 3, two days after he was suspended by OSU, Meyer released a statement admitting that he had lied to reporters about his knowledge of the allegations but claimed that he had followed proper protocol in reporting the incident to university officials. The alleged incident took place in 2015, while Smith was a wide receiver coach for Ohio State. Smith was not charged for the possible incident and did not face any punishment from Ohio State, according to public records obtained by Scripps National.Smith was fired in July when McMurphy had uncovered that Smith's wife had placed a protection order against her now ex-husband.  1600

The outcome of the presidential election remained in doubt one day after polls closed throughout the United States. As of Wednesday afternoon, Democratic presidential nominee Joe Biden had a slight advantage over President Donald Trump in electoral college votes, but several key swing states had yet to be called.A candidate needs 270 electoral college votes in order to claim the presidency. As of Wednesday afternoon, Biden had 248 Electoral College votes to Trump's 214.Just as it did in 2016, the outcome of the race will likely hinge on the results of three states — Wisconsin, Michigan and Pennsylvania. As of Wednesday afternoon, the race in Michigan and Pennsylvania is too close to call. The Associated Press projects Biden will win Wisconsin, and its 10 electoral votes. Michigan (16 electoral votes) appears poised to offer close to a final count in the hours ahead. However, officials in Pennsylvania have cautioned that due to a high volume of mail-in votes, it may take several days to determine a winner of their 20 electoral votes. In 2016, Trump won Michigan, Pennsylvania and Wisconsin by about 100,000 combined votes.During a virtual press conference on Wednesday, the state's chief election official, Meagan Wolfe, said that nearly all jurisdictions have posted initial vote counts. That count will remain unofficial until the election is certified on Dec. 1.Trump campaign manager Bill Stepien said in a statement Wednesday that the President plans to request a recount in Wisconsin.According to Wisconsin law, a candidate can request a recount if the margin of victory is within 1%. Those recounts are held at the county level. The western swing state of Nevada (six electoral votes) also remained too close to call. Nevada won't resume counting ballots until Thursday morning, and still needs to tally mail ballots received on Election Day. The state expanded mail-in voting for the 2020 election and will also continue to count mail-in ballots for the next week. Finally, though the majority of votes have been counted in Georgia (16 electoral college votes) and North Carolina (15 votes), the margins remain razor-thin. Trump currently holds narrow leads in both states. The state of Alaska, whose polls closed at midnight ET, also remains too close to call, but polling has indicated that Trump is favored in the state. In a virtual press conference on Wednesday morning, Biden campaign manager Jen O'Malley Dillon said her campaign is "on track" to claim the presidency. She said the Biden campaign believes it will prevail in Michigan, Wisconsin and Nevada, citing large numbers of outstanding mail-in ballots, which tend to skew Democratic.Though Michigan, Nevada and Wisconsin are yet to be called, should Biden claim those three states, he would reach the threshold of 270 electoral college votes needed to clinch the presidency. The Biden campaign also decried Trump's decision to falsely declare victory in a White House speech early Wednesday morning. In a statement, Biden campaign manager Jen O'Malley Dillon called Trump's comments "outrageous, unprecedented and incorrect." 3113
