BEIJING, Dec. 29 (Xinhua) -- Chinese Vice Premier Li Keqiang has stressed that more efforts should be made to improve the people's livelihood while promoting economic growth.     Li made the remarks during a recent visit to north China's Shanxi Province, where he chatted with village cadres and laid-off workers. He said it is an important duty for the Party and government to solve the basic livelihood problems of the people.     The goal of the nation's economic growth is to improve the people's well-being, he said. BEIJING, Nov. 5 (Xinhua) -- Senior Chinese official Li Changchun Thursday called for reform and innovation in promoting the development and prosperity of the country's animation industry.     Li, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the first China Animation and Cartoon Arts Exhibition held in Beijing.     Li said the animation and cartoon arts has played a very important role in enriching people's cultural lives and cultivating new economic growth area.     The country's animation industry is standing at a crucial point, Li said, urging practitioners in the industry to work hard and continue reform and innovation to push for the development and prosperity of the industry. BEIJING, Nov. 17 (Xinhua) -- China and the United States are committed to working together and with other countries for a successful outcome at Copenhagen summit next month, said a joint statement issued here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama.     The two sides have held a constructive and productive dialogue on the issue and maintained that international cooperation is indispensible in dealing with climate change, which poses one of the greatest challenge of the time, the statement said.     Both sides concede that transition to a low-carbon economy is an opportunity to promote continued economic growth and sustainable development in all countries.     Regarding the upcoming Copenhagen summit, the two countries expressed their willingness to strive for an agreed outcome based on the principle of common but differentiated responsibilities and respective capabilities.     "The two sides, consistent with their national circumstances, resolve to take significant mitigation actions and recognized the important role that their countries play in promoting a sustainable outcome that will strengthen the world's ability to combat climate change," said the statement.     The two countries also agreed that the outcome should include the emission reduction targets of developed countries and nationally appropriate mitigation actions of developing countries, adding that it should also substantially scale up financial assistance to developing countries, promote technology development, dissemination and transfer, and pay particular attention to the needs of the poorest and most vulnerable countries to adapt to climate change.

BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released. The plan put forward the goal and major tasks of the reform in next ten years.     The plan stressed the importance in dealing key issues concerning leadership and cadre cultivation, in making correct standard of cadre appointment and in improving the public credibility of cadre selection.

BEIJING, Dec. 26 -- The weight of private enterprises in the overall economy is on the rise and that of State-owned enterprises (SOEs) on the decline, Ma Jiantang, minister of the National Bureau of Statistics, said on Friday.     The number of private firms rose by 81.4 percent from 2004 to 2008 to reach 3.6 million and SOEs dropped by 20 percent to 143,000, Ma said at a press conference where China's second economic census results were released.     China has made great efforts over the past 30 years to restructure its economy. It has gradually raised the proportion of private enterprises after the market-oriented reform began in the early 1980s. As a result, the private sector has contributed an ever-growing value to the country's GDP and provided most of the jobs.     But in recent years, some major acquisitions have seen SOEs buying into private companies, sparking concern that the State may be strengthening its control over the private sector.     Ma said the census figures do not suggest SOEs are buying into private enterprises.     In terms of asset value, SOEs saw their proportion in the nation's total drop by 8.1 percentage points from 2004 to 2008 to 23 percent. In contrast, private enterprises' assets rose by 3.3 percentage points to 12.3 percent.
