(KGTV) — On the heels of several casino reopenings in San Diego County, Harrah's Resort is phasing in hotel guests after it started its reopening process Friday.The casino and resort says it has instituted new policies surrounding cleaning and sanitation and physical distancing to adhere to county guidelines and fight the spread of COVID-19.Changes at the resort include:"All guests will be required to wear their own face mask and will receive temperature checks prior to entering the building All guests must be 21 and older All teammates will wear personal protective equipment (PPE) and will receive temperature checks at the beginning of each shiftProper social distancing must be practiced at all times in all areas of the resort. (KGTV) - Family members call a 12-year-old girl's survival after a small plane crash in Valley Center Sunday - a "miracle.""Racquel is always on our mind, and we are hopeful," said Roxana McInerny.A smiling photo of her niece Raquel Contreras was taken moments before her uncle Peter Bierle, a seasoned pilot, took her up in his single-engine, experimental aircraft, early Sunday evening. In the flight plan was a special flyover."She wanted to fly over her best friend's house and see if she could shout 'Happy Birthday!' and wish her a happy birthday," said McInerny. McInerny says about 30 minutes into the flight, they reached that friend's home along Palomar Vista Drive. Witnesses reported the plane circling the home and the sound of an engine sputtering, before the plane took a nose dive into the yard.Bierle, 57, died at the scene. Raquel was badly injured. Dozens of neighbors ran to the plane."She was stuck in some debris. They had to cut the seat belts away, I believe, to get her out of the plane," said McInerny.Raquel was rushed to the hospital with fractures to her skull, sternum and hand, also suffering internal bleeding, a brain bleed and spinal injuries. Raquel is now in stable condition in the ICU, conscious and will survive, but the long-term impact of her injuries remain unknown.Still, McInerny is beyond thankful."It's a miracle to think she has survived that's she's alive and recovering. VALLEY CENTER (CNS) - The first two homebuilders were named Wednesday for a master-planned community to be built on the site of a former dairy farm in Valley Center.Shea Homes and Beazer Homes will construct some of the 632 planned residences in the 186-acre Park Circle being developed by Touchstone Communities, a San Diego-based real estate investment and land development company.Walnut-based Shea Homes has an office in San Diego. Beazer Homes, based out of Atlanta, has built communities in Fallbrook and Oceanside.The Park Circle community will be the core of Valley Center's South Village and has been in the making for seven years. The first model homes are expected to be completed later this year.Details throughout the community will pay homage to the former Konyn Dairy, which operated on the site for nearly 40 years before closing in 2008, according to the developer."Beazer and Shea have proven reputations and family-focused attitudes, which made selecting them an easy choice," said Kerry Garza, president of Touchstone Communities.The overall master plan will feature homes ranging from 1,300 to 3,300 square feet in a variety of architectural styles across eight distinct neighborhoods."We are honored to be part of the exciting new Park Circle community. TUCSON, Arizona — A Tucson, Arizona man who had been in an altercation fired a gun at a police officers, hitting one of the officer's belt. The belt prevented a bullet from entering his body.That man, 51-year-old Roy King, was in a bar with his wife and family when an argument started. King's stepson, who was at the bar, called 9-1-1.During the argument in the bar, King allegedly pulled out a handgun and threatened two people. King then headed to his home.Tucson police officers went to the home in response to the 9-1-1 call and found King's vehicle in the driveway. When the officers approached the car, King started to yell at them from the backyard. He still had the handgun.During the confrontation between King and two officers, gunfire was exchanged. One of the rounds fired by King hit an officer's duty belt. The belt stopped the bullet from injuring the officer.King then went inside his home and called 9-1-1. Additional TPD officers went to the home and were able to talk King into coming outside. He was not injured and was taken into custody.Roy King was booked into Pima County Jail on two counts of aggravated assault with a deadly weapon. One for the incident at the bar, and one for the incident at the home.The incident is still under investigation. 1310
